Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect. Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of Worley Parsons. Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken. Other key activities shall include but not be limited to the following:Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices. Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings. Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained. Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmers. Maintain a HS&E audit and assessment program for the location. Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports. Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc. Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly. Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives. Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors Monitor the availability and use of safety apparel and equipment. Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training,Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly KOC, Worley Parsons, EPC contractors and their subcontractors.<br><br>Qualification<br><br>Bachelor's degree in engineering (Mechanical, Chemical, Petroleum, Fire & Safety, Environment, Production, Industrial, Electrical, Instrumentation or Civil.) <h4>Primary objective</h4>
<p>Facilitate the development and effective implementation of Project Quality Management Systems by the Project Team in a manner that meets corporate, location and contractual requirements.</p>
<p>Manage project service and product verification and inspection of the project consistent with criticality assessments and contractual and regulatory obligations.</p>
<p>Manage project quality support functions including quality planning, preventive action, non-conformance control, corrective action, audits and project quality reporting and review.</p>
<p>Accountable for QA/QC related matters at project sites.</p>
<p>Must have experience in inspections of all stages of projects in oil & gas installations and construction QA/QC works.</p>
<p>Excellent written, coordination and verbal communication skills.</p>
<p>Ability to develop, update and maintain in-house technical standards and specifications.</p>

<li>Project Management Plans and dependent systems and procedures are developed and implemented in compliance with the requirements of the WorleyParsons Project Management Process (WPMP) and Enterprise Management System (EMS) consistent with specific location, regulatory and contractual requirements.</li>
<li>Project personnel are suitably trained in project plan requirements and to access and apply dependent systems, procedures and reference materials via the Project Web Site, EMS, WPMP and the Knowledge Communities as applicable.</li>
<li>Effectiveness of quality planning to ensure that process controls and prerequisite product and service verification and inspection arrangements are established and resourced for the project consistent with criticality, statutory and contractual obligations.</li>
<li>Effective planning and implementation of design control, verification, validation and review activities.</li>
<li>Effective implementation and coordination of vendor assessment and inspection activities.</li>
<li>Effective implementation and verification of construction inspection and testing activities.</li>
<li>Effective implementation of non-conformance, corrective action, and preventive action management processes.</li>
<li>Establishment of an effective risk-based audit program.</li>
<li>Effectiveness of Project Management Review Programs including collection, analysis and reporting of project performance measures.</li>

<li>In conjunction with the Project Management Team and the Location Quality Manager, recruit and allocate quality practitioners to project verification and inspection roles to ensure these activities are suitably resourced.</li>
<li>Ensure that new quality practitioners are effectively inducted in all aspects that relate to the quality aspects of the project.</li>

<strong>Performance Management</strong><br>
<ul>
<li>In conjunction with the Project Management Team and the Location Quality Manager, provide functional leadership for project quality personnel.</li>
<li>Strengthen and coach project quality personnel to support development, management and administration of project quality management systems in response to project and customer expectations.</li>
</ul>
<h4>Qualifications / Experience:</h4>
<ul>
<li>Full-time Bachelor’s Degree in Engineering (any discipline) from an accredited university.</li>
<li>Minimum 8 years of total experience post graduate studies.</li>
<li>Minimum 5 years of experience in the oil & gas, refinery, or petrochemical industry.</li>
<li>Minimum 5 years of experience as a QA/QC Engineer or equivalent.</li>
<li>Must have experience in inspections of all stages of projects in oil & gas installations and construction QA/QC works.</li>
<li>Must have experience in developing, updating and maintaining in-house technical standards and specifications.</li>
<li>Fully conversant with NDE requirements and sour environments.</li>
<li>Familiarity with ISO 9000 and 14000 series and international standards relevant to the oil and gas industry.</li>
<li>Excellent written, coordination and verbal communication skills.</li>
