<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> Job PurposeThe Site QA/QC Manager is responsible for leading and overseeing the entire Quality Assurance and Quality Control function on major Oil & Gas and Petrochemical EPC projects. The role ensures that all construction, fabrication, installation, and pre-commissioning activities fully comply with project specifications, contractual requirements, international codes & standards, and the Company’s Quality Management System (ISO 9001). The incumbent will lead a team of QA/QC engineers and inspectors, drive continuous quality improvement, minimize non-conformances, and support timely mechanical completion and system handover. Key ResponsibilitiesStrategic & Management<ul><li>Develop, implement, and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITP), and all QA/QC procedures in line with ISO 9001:2015 and project requirements.</li><li>Lead and manage a team of QA/QC Engineers, Inspectors, and Technicians; provide guidance, training, and performance evaluation.</li><li>Conduct internal and external quality audits; ensure timely closure of findings and implementation of corrective/preventive actions.</li><li>Interface with Client (KOC/KNPC/KIPIC), PMC, Third-Party Inspectors, and Subcontractors on all quality-related matters.</li><li>Represent the QA/QC department in project management meetings, design reviews, and technical meetings.</li></ul>Quality Control & Inspection<ul><li>Ensure full compliance with international codes and standards (ASME Section I, II, V, VIII, IX; ASME B31.3, B31.4, B31.8; API 1104, API 598, API 650, etc.) and client specifications.</li><li>Oversee material receiving inspection, traceability, storage, and preservation.</li><li>Supervise welding activities including WPS/PQR qualification, welder qualification, and welding process control.</li><li>Coordinate and witness all NDT activities (RT, UT, MPT, PT, etc.) and review NDT reports and Radiographic films.</li><li>Manage coating/painting, GRE/RTRP, and insulation inspection activities.</li><li>Witness hydrostatic, pneumatic, and other pressure testing; review and approve test packages.</li><li>Lead mechanical completion walk-downs, punch list management, and system handover dossiers preparation.</li></ul>Documentation & Reporting<ul><li>Review and approve all QA/QC documentation including Method Statements, Inspection Records, Material Test Certificates (MTCs), and Final Dossiers/MRB.</li><li>Prepare and submit weekly/monthly QA/QC reports, KPIs, and lessons learned.</li><li>Ensure proper control and archiving of quality records for project close-out.</li></ul>Continuous Improvement<ul><li>Identify quality risks and implement mitigation measures.</li><li>Drive root cause analysis for NCRs and ensure effective corrective actions.</li><li>Promote quality awareness and conduct training for project personnel and subcontractors.</li></ul> </div><h2 class="h5">Skills</h2> <div data-jb-field="skills">Qualifications & ExperienceEducation<ul><li>Bachelor’s Degree in Mechanical Engineering (or relevant Engineering discipline) from a recognized university.</li></ul>Certifications (Mandatory)<ul><li>Demonstrated knowledge and training in ISO 9001:2015 (Lead Auditor certification preferred).</li><li>CSWIP 3.1 / BGAS-CSWIP or equivalent Welding/Painting Inspector certification.</li><li>ASNT Level II (RT, UT, MPT, PT) or equivalent.</li><li>Valid KOC / KNPC / KIPIC approval as QA/QC Engineer (highly preferred).</li></ul>Experience<ul><li>Minimum 10 years of relevant experience in the Oil & Gas or Petrochemical industry.</li><li>Minimum 6 years of direct site construction inspection experience in piping, pipeline, welding, structural, equipment erection, and mechanical completion.</li><li>Proven experience as Lead QA/QC Engineer or QA/QC Manager on major EPC projects is strongly preferred.</li><li>Extensive experience with KOC, KNPC, or KIPIC projects in Kuwait is a definite advantage.</li></ul>Technical Knowledge<ul><li>Thorough knowledge of international codes & standards (ASME, API, ASTM, NACE, AWS, etc.).</li><li>Strong background in piping, pipelines, pressure vessels, rotating & static equipment, coating, NDT, and hydro-testing.</li></ul> </div>

<h4>Division / Project</h4> KBR’s Sustainable Technology Solutions (STS) group is looking for a Quality Assurance & Quality Control Engineer for a 5-year PMC contract for the supply of programme management services with Kuwait Oil Company. The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available. The contract aims to provide project management, coordination, planning, design, engineering, construction management, contracting, procurement, project controls, and other services for construction of new oil field facilities, upgrading of existing facilities, and transfer of technology. <h4>Primary Objectives</h4> Facilitate the development and effective implementation of Project Quality Management Systems by the Project Team in a manner that meets corporate, location, and contractual requirements. Manage project service and product verification and inspection consistent with criticality assessments and contractual and regulatory obligations.
