<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> About the Role<br><br> * The Role of the Bid Manager is to manage the full spectrum of the bid life cycle (RFP, Pre-Tender Meetings, Q&amp;A, Bid Preparation, Post Tender Clarification, Award Process, handover to Operations) through the design and implementation of an effective, auditable, collaborative process for proposal preparation and submission.&nbsp;<br><br><br>What you will be doing<br><br> * Convene round-table meetings with stakeholders to inform a robust, auditable and criteria-driven approach to each opportunity.<br> * Create, and include others as appropriate, review an opportunity story board and provide innovative input which optimizes the bid.<br> * Ensure visual clarity, attractiveness and salience as well as financial robustness based on an analysis of the client’s profile.<br> * Lead and manage the performance, conduct, development and engagement of the Bid Team.<br> * Lead the proposal handover to Operations to support the so that the Project Management and the design team have the background before the project kick-off.<br> * Play a lead role in addressing post-submission queries / clarifications, collaborating as appropriate with Departmental representatives and/or project managers etc. in order to turn these around quickly and comprehensively.<br> * Prepare Financial Strategy for review by other key Departments and/or other stakeholders to support agile and value-adding decision-making.<br> * Prepare Financial proposal where different/new pricing mechanism is required, depending on the requirements.<br> * Provide team with inputs on proposal representations - diagrams etc., interfacing as appropriate with the Marketing and Graphic Design team to optimize the documentation’s look, feel, brand alignment etc.<br> * Review and address requirements, preferences and Pace’s competitive advantage relative to the nature of the opportunity as well as prevailing market rates for like-opportunities.<br> * Review synopsis for various RFPs and provide team with teaming strategies e.g. bid-winning strategy to choose the right partners.<br> * Review the RFPs and study the opportunity, risk associated, workload etc and discuss with Director on Go / No-Go. Support the Director with Bid Decisions.<br> * Source and validate man-month quotations from applicable Centre of Excellence stakeholders, challenging and clarifying as appropriate to support proposals which enjoy the full buy-in of applicable Cor stakeholders.<br> * Sourcing and validating labour rates based on appropriate sources of information.<br> * Support agile go/no-go decision-making based on defined financial appetite, reputational enhancement opportunity, risk thresholds and related business aspects.<br> * Prepare &amp; agree matrix of responsibility between Associates/Joint Venture partners.<br><br>Required Experience<br><br> * A minimum of 10 years of substantial, ideally senior experience in Bid Management within the Architectural / Engineering / Construction industry.<br> * Ideally, has worked in a Consultancy with recent relevant Middle East experience.&nbsp;<br><br><br>Education<br><br> * Graduate in Engineering / Computers / Management.&nbsp;<br><br><br>Certifications &amp; Memberships<br><br> * Additional training courses, professional and personal development with membership to professional groups, societies or institutes, desired.<br><br>Essential Skills<br><br> * MS Office (Outlook, Word, Excel, power point). Leveraging extensive experience and AI-enabled delivery, we support customers in navigating complexity as they meet today's needs and transition to more sustainable solutions.</p> <h4>Primary objective</h4> <p>Manages, provides advice on and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.</p> <h4>Specific accountabilities</h4> <ul> <li>Responsible for pre–award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programmes, evaluation of bids, negotiation, contract preparation and award formalities.</li> <li>Responsible for post–award activities including conducting kick–off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out.</li> <li>Manages the drafting of Invitation to Tender packages for contracts for large O&G facilities projects. Reviews and, if necessary, proposes comments on and proposes alternative text/clauses to client contract conditions.</li> <li>Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval.</li> <li>Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract.</li> <li>Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts.</li> <li>Ensures documentation to negotiate change orders are properly produced and maintained.</li> <li>Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract.</li> <li>Ensures project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client.</li> <li>Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager.</li> <li>Identifies contractual problems and takes appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client.</li> <li>Management of contract quality standards.</li> </ul> <h4>Qualifications and experience</h4> <ul> <li>Full time bachelor's degree in engineering or degree in science, commerce or law from an accredited university.</li> <li>IACCM professional certification in 'Contract and Commercial Management Advanced Practitioner' or equivalent.</li> <li>Minimum 12 years of total experience post graduate studies.</li> <li>Minimum 5 years experience as a lead contracts administrator or equivalent title.</li> <li>Extensive knowledge of contractual terms & conditions and commercial contract law.</li> <li>Experienced in developing contract strategy & contract development, post award, contract administration and claims functions.</li> </ul> <h4>Moving forward together</h4> <p>We want our people to be energized and empowered to drive sustainable impact.
