The Assistant Site Manager/Fuels OM&R Manager (ASM) is responsible for meeting the Fuels Systems operation, maintenance and repair work requirements according to the performance work statement to include scheduling of personnel, work supervision and quality control. The ASM shall provide management support for the whole work scope of Warm Base Facilities Maintenance, Exercise/Operations Support and Real-World Deployment operating support services as well. The Site Manager (SM)/Assistant Site Manager (ASM) team plans, monitors and controls all project activities through the use of functional area-specific Standard Operating Procedures (SOPs) and ensures Quality and Safety requirements are met or exceeded. Services provided shall include inspections, preventive maintenance, corrosion control and system operational analysis for Real Property, Structural, Mechanical, Electrical, Utility, Fuel Systems and Building Control Systems for Warm Base Maintenance Services in order to provide full operational capability within 7 days’ notice of an exercise at the base. If an exercise/operation is extended, the SM/ASM shall stand up operations to support MWR, billeting, custodial and DFAC services for inbound units. The ASM shall function as the SM in his/her absence and works with a Fuel Systems Technician to provide safe, efficient, accurate and environmentally responsible services and products. Responsibilities Major Responsibilities: + Responsible for oversight and performance of preventative and operator maintenance, repair and inspection to maintain all fuel distribution systems and equipment as listed in the performance work statement. Services include, but are not limited to: fuel spill response, operate all fuels equipment, perform diesel refueling for generators, light carts and heavy equipment and vehicles, perform diesel and aviation fuel receipt operations and track inventory, perform quality control of diesel; account for and ensure proper operation and serviceability of all GFP, tanks, bladders, hoses, and fuel servicing equipment to support minimum-notice exercises and contingency operations to be supported by USG personnel. + Responsible for assisting in the overall management, execution, and personnel supervision of Warm Base Operations Support functions as described in the Performance Work Statement. Such functions include, but are not limited to: inspections, preventive maintenance and repair and operations of power generation systems, electrical distribution systems, HVAC and refrigeration systems, communication manholes, water distribution system, waste water collection system, locksmith services, structural services, utility services, pest management services, heavy equipment/operator services, water and fuel systems, waste management, hazardous waste storage area, water/sewer systems, pavement, supply, minor construction work, customer service, extinguisher exchange, aircraft arresting systems, key control, bottle and bulk water delivery and distribution, light carts, and vehicle inspections. + Shall be located on site at all times during standard duty hours to oversee and perform all contracted operations and be available within four hours to meet with Government personnel as needed. Shall meet with the contracting officer, contract administrator, government’s quality assurance person and other government personnel as deemed necessary. + Responsible for communicating and upholding company standards, leading by example, coaching/developing team members, fostering collaboration and good team work, and providing clean, professional and well-maintained work centers. + Performs on site internal quality control checks and self-performance audits for the whole project to ensure each functional area performs quality and safety checks/controls on a daily basis and reports the information through their command chain. + Responsible for following and maintaining a comprehensive quality and safety program in compliance with OSHA, Vectrus, and United States Air Force (USAF) requirements. + Responsible for following, maintaining and ensuring on-site documentation records of the Vectrus training program and required job specific certifications. + Responsible for assistance with completion of all contractual matters, operations reports and CDRL reports at designated site/location in conjunction with the Site Manager and Program Management Office. + Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools). Shall implement vehicle SOPs to track drivers, inspections, fuel and incidents. + Manage subcontracts put in place to support contract requirements and monitor OCN labor as needed in accordance with AFCENTI 32-1002. + Responsible for precise execution of company time reporting procedures and accurate completion of timesheet. + Performs other duties as assigned. + Shall function as the Site Manager in his/her absence. Other Requirements: + Work will be indoors and outdoors. + Exposure to heat, cold, dust, noise, chemicals may occur. + Overtime and shift work may be required depending on contractual needs. + Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions. + Task specific work environment training will be provided as required. + Must be prepared to function in a wartime environment to support U. Qualifications Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. + Must have a High School diploma or equivalent, Associate or Bachelor Degree preferred. + Must have three (3) years' of experience in Fuels Management Functions such as AFSC 2F0X1 or similar background. + Must have a current valid visa14 or 18 for Kuwait. + Must have a current, valid U. S. Passport and U. S. Driver’s License. + Must pass Controlled Movement Area flight line driving test upon arrival to site. + Must have and maintain a valid U. S. SECRET Security Clearance prior to deployment. + Must be able to read, write, speak and understand English fluently. + Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc. + Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear. Experience: + A minimum of five years' of experience managing base operations support. Specific areas of expertise must include electrical systems, heat, ventilation, and air conditioning (HVAC) and aircraft arresting systems. + Must be capable of managing a diverse workforce. + Management experience to include supervision of employees, completed required reports, and dealing professionally with the customer. <p>The Mechanical Metrology Engineer is the resident expert in his field and, in conjunction with the Kuwait Senior Engineer, provides engineering/consultant services to the GOK. Conducts research and studies new equipment to ensure that the latest developments in technique and equipment are included in metrology planning for future acquisition. Assists in the development and implementation of a Metrology QA Program as required. Assists in obtaining and maintaining laboratory QA accreditation. Assesses requirements and develops new measurement techniques and approaches related to mechanical, electro- mechanical, optical, electro-optical, chemical, and electro-chemical calibration methodology. Also performs analysis and evaluation of equipment test and performance requirements, and prescribes calibration approaches, test equipment and servicing requirements necessary to assure measurement traceability. Directs, conducts and evaluates the development of calibration procedures for assigned equipment categories. Provide on employee relations matters including support for managers with respect to performance management, facilitation of issues resolution.<br>• Conduct internal investigations in response to employee relations issues and render a recommendation that takes both business needs and the employee experience into account.<br>• Conducts Exit interviews, analyze the turnover, and recommend retention strategy<br>• Prepares reports by collecting, analyzing, and summarizing data and trends.<br>• Protects organization's value by keeping information confidential.<br>• Take responsibility for ad hoc HR projects as and when required.<br>• Co-ordinate training activities (in line with management feedback after 1-on-1 with employees during appraisal).<br>• Uphold and drive HR best practice at all times.<br> </p><br><br><br>Candidate Requirements <br><p>Skills, Knowledge & Experience Required<br>
