Responsible for the full spectrum of maintenance operations; oversee Go/No-Go Testing of all government furnished equipment retrograded from the forward deployed sites for redistribution. Manages refurbishment programs for deep cleaning, upgrade, repair and configuration of IGX and other electronic systems. Directs and supervises Maintenance Support Teams (MST) supporting communication towers, telephony switching systems, and other communication systems. Manage field and sustainment maintenance to all strategic communications systems under the command of the 160th Signal Brigade, its subordinate units and the RCC. Monitors production for compliance with scheduling directives, cost factors, and standards. Develops performance standards, conducts employee counseling, and makes suggestions for formal and informal performance appraisals. Manages the calibration of Government Furnished Property (GFP) test equipment assigned to the Program. Directs, controls, and supervises antenna and tower maintenance in their respective countries, or areas they may be deployed too. Plans and coordinates scheduled maintenance visits for antenna/towers as required. Responsible for providing trip reports to the TLSF Manager as work is performed and completed. Performs a variety of duties pertaining to the operation, maintenance and repair of antennas and associated mounting hardware, tower systems, waveguide, lighting equipment and grounding systems. Establishes rapport and effectively maintains liaison and coordination between the working elements of the department, management, customers and staff. Help develop best/alternative solutions to maintain smooth operations. Will work with and in conjunction with other departmental sections to accomplish all required taskings. Supervises and directs the Antenna Maintenance Support Team (AMST) in the performance of on-site and off-site routine and emergency maintenance support on towers, antennas, transmission lines and associated equipment. Perform quality assurance/quality control inspections on work performed. Performs organizational level repair maintenance through off-site general Support maintenance of support equipment including disassembly, testing, fault isolation and piece part replacement. Also performs technical inspections to determine maintenance requirements and approximate repair costs. Coordinates with sites and Operations and Maintenance staff in scheduled/unscheduled maintenance to ensure maximum system availability is maintained. Conducts, attends, and prepares for meetings and briefings as required. <p>KBR’s Sustainable Technology Solutions (STS) group is looking for an HSE Engineer for a 5-year PMC contract for the supply of programme management services with Kuwait Oil Company. The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available.</p>
<p>The contract aims to provide project management, coordination, planning, design, engineering, construction management, contracting, procurement, project controls, and other services for construction of new oil field facilities, upgrading of existing facilities, and transfer of technology.</p>
<h4>Primary Objectives</h4>
<ul>
<li>Coordinate implementation of the KOC PMC safety policies, HSE management system, and project-specific HSE management plans as they apply to the project.</li>
<li>Ensure that the site complies with the relevant HSE legislation and KOC HSE requirements.</li>

<li>Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow-up on findings.</li>
<li>Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing work to maintain a safe working environment.</li>
<li>Assist EPC subcontractor safety advisors and site management in the development and revision of specific site safety programmes.</li>
<li>Maintain an HS&E audit and assessment program for the location.</li>
<li>Carry out regular inspections of work areas with the respective EPC contractor line manager and HSE representative and prepare reports.</li>
<li>Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters, etc.</li>
<li>Assist EPC contractor line management and construction supervisors in accident investigation processes and report accordingly.</li>
<li>Develop and implement safety initiatives to continually improve, achieve, and maintain stated safety performance and objectives.</li>
<li>Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors.</li>
<li>Monitor the availability and use of safety apparel and equipment.</li>
<li>Provide advice to EPC subcontractor supervision on the development of project-specific procedures and Job Safety Analysis (JSA) training.</li>
<li>Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls.</li>
<li>Ensure all lines of communication on HSE matters remain open and effective between all parties, particularly KOC, KBR, EPC contractors, and their subcontractors.</li>

The mandate is deliberately weighted towards<br>controllership and financial reporting: designing the close, the chart of accounts, the reporting pack and the control<br>framework correctly the first time, so that Kuwait scales without accumulating reporting debt.<br><br>Key Responsibilities<br><br>1. Financial reporting and controllership (primary focus)<br><br>Own the Kuwait books: Full accountability for the general ledger, chart of accounts, accounting manual and month-end close for the Kuwait entity, aligned to Group policy and the group accounting platform.<br>Deliver the monthly close: Run a disciplined close calendar with defined cut-offs, task ownership and dependencies; deliver the Kuwait reporting pack to Group Finance on the group timetable, complete with variance commentary and balance sheet substantiation.<br>Statutory financial statements: Prepare the Kuwait statutory financial statements and notes to a publication standard, including Arabic-language reconciliation where required, statutory reserve transfers under the Kuwait Companies Law, and full cross-reference, casting and footing checks before issue.<br>Group consolidation: Ensure Kuwait reports cleanly into the group consolidation — intercompany reconciliation and settlement, transfer pricing support, related-party disclosure, and consistent application of group accounting policies.<br>Reconciliations and substantiation: Own a complete reconciliation framework: bank and payment-service provider settlement, receivables subledger to GL, merchant payables, collections and recoveries, and suspense clearing with ageing and escalation of unresolved items.<br><br>2. Regulatory, tax and statutory compliance<br>Central Bank of Kuwait reporting: Own the preparation, review and timely submission of all CBK regulatory returns and prudential reporting applicable to the licensed entity, and act as the finance counterpart on regulatory queries, inspections and information requests.<br>Licensing and capital: Support the licensing and authorisation process with financial projections, capital adequacy analysis and regulatory capital monitoring, and maintain compliance with minimum capital and any prudential ratios imposed on the entity. (Note: appointment to senior positions in CBK-supervised entities is subject to regulatory fit-and-proper assessment and non-objection.)<br>Tax: Manage all Kuwait tax obligations and filings, including corporate income tax where applicable based on the entity’s ownership structure, Zakat and KFAS contributions for Kuwaiti shareholding companies, withholding and retention requirements on payments to contractors and suppliers, and any applicable domestic minimum top-up tax assessment for the group. Market entry, build-out and leadership<br>Build the team: Recruit, develop and lead a small high-calibre finance team as the market scales, and build local bench strength rather than dependency on a single individual.<br>Stakeholder management: Act as the trusted finance voice in the Kuwait leadership team and a reliable, low-surprise partner to Group Finance, Legal, Compliance, Risk and Treasury.<br><br><br>Skills, Knowledge and Expertise<br><br>Professional accounting qualification — ACA, ACCA, CPA, CA or equivalent.8–12+ years of progressive finance experience, including a period in an audit or advisory practice (Big Four) and demonstrable ownership of a controllership function. Deep, practical IFRS expertise with a track record of preparing IFRS financial statements and technical position papers that have withstood audit scrutiny. Hands-on IFRS 9 expected credit loss experience in a lending, consumer finance, BNPL, banking or receivables-intensive business Experience of a regulated financial-services environment, including regulatory reporting to a central bank or comparable supervisor.
