At its 96th meeting (May 2025), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase Out Management Plan (HPMP) Stage III for each of Kuwait and Iraq. UNEP, in collaboration with the respective National Ozone Units (NOUs) of Kuwait and Iraq, is implementing these projects, which aim to develop overarching strategies and detailed project documents to support each country in achieving their HCFC phase out obligations in line with the Montreal Protocol targets. The consultant will be responsible for: Delivering an overarching HCFC phase out strategy for each country to support compliance with the Montreal Protocol and their respective phase out schedules. Providing policy recommendations to enhance regulatory enforcement and promote the adoption of alternative, ozone friendly and low GWP technologies. Providing technical and policy inputs and facilitating the planned stakeholders consultation meetings in both countries. Providing guidance for proper data collection and verification as part of the HPMP preparation process. Proposing technical interventions to facilitate the transition to low GWP, ozone friendly refrigerants in priority sectors. Preparing an implementation roadmap and action plan outlining timelines, responsibilities, and funding needs for each country s HPMP. Preparing complete draft and final HPMP Stage III project documents for each of Kuwait and Iraq in line with Multilateral Fund requirements.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>An advanced university degree (master's or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required.</li><li>A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.</li><li>A minimum of 7 years of experience in ODS phase out and development of related projects and strategies is required.</li><li>Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs is required</li><li>Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects, is required.</li><li>Extensive experience in ODS phase out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions is required.</li><li>Excellent analytical skills to review and integrate stakeholder feedback, including from the Multilateral Fund Secretariat is required.</li><li>Strong report writing and data analysis skills, including proficiency in Excel and other relevant software are required.</li><li>Experience working with UN agencies or international organizations is an asset.</li><li>Regional experience in West Asia is desirable.</li><li>Fluency in oral and written English is required.</li><li>Knowledge of Arabic is desirable.</li></ul><p></p></section>
