Position Reports to: HSE / QA / QC Manager.<br><br>Specific Accountabilities<br><br>Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment. Ensure the EPC contractors develop implement and maintain a specific project Risk Management Plan. Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations. Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements. Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action. Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect. Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of Worley Parsons. Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken. Other key activities shall include but not be limited to the following:Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices. Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings. Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained. Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmers. Maintain a HS&E audit and assessment program for the location. Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports. Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc. Assist EPC contractor line management and or construction supervisors in accident investigation process and report accordingly. Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives. Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors Monitor the availability and use of safety apparel and equipment. Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training,Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls Ensure all lines of communication on HSE-matters remain open and effective between all parties particularly KOC, Worley Parsons, EPC contractors and their subcontractors.<br><br>Qualification<br><br>Bachelor's degree in engineering (Mechanical, Chemical, Petroleum, Fire & Safety, Environment, Production, Industrial, Electrical, Instrumentation or Civil.) Minimum years total post-graduation experience. Minimum years Oil & Gas post-graduation experience. Minimum years' experience in a Safety /HSE Engineer. Practical experience with HSE management systems, reporting and audit procedures. Ability to develop, update and maintain in – house procedures. Must be conversant with local & international safety standards and norms. Responsibilities Job Details / Position Summary The Aviation Support Equipment Technician diagnoses malfunctions repairs and maintains Support Equipment (SE); inspects and approves completed maintenance actions; troubleshoots discrepancies by studying drawings, wiring diagram schematics, Original Equipment Manufacturer (OEM) manuals, technical publications and historical maintenance actions. The Technician uses automated maintenance data systems to monitor maintenance trends, analyze equipment requirements, and document maintenance actions. The Technician analyzes, diagnoses, and repairs SE using conventional and digital multi-meters, voltmeters, ohmmeters, oscilloscopes and hand tools. Diagnoses mechanical and electronic circuitry malfunctions using visual and auditory senses, test equipment, and technical maintenance data sources. The Technician performs scheduled and unscheduled maintenance on SE by inspecting, testing and operating SE to determine equipment serviceability and proper operation. Services equipment with required fluids such as oil, water, coolant, hydraulic fluid, refrigerant and compressed air. The Technician also performs removal, disassembly, repair, cleaning, corrosion treatment, re-assembly and installation of malfunctioning CSE accessories and components, as well as stenciling and marking SE, storing, handling, labelling, using and disposing of hazardous materials and hazardous waste. The Technician prepares SE for preservation and mobility deployment. The Technician operates, cleans, inspects and services all assigned support equipment, to include towing vehicles, to include Bobtail Ford trucks, Tow Tractors (Tug), and U-30 aircraft tow vehicle. In addition to performing inspections and maintenance, the technician practices good housekeeping, Tool Control, Foreign Object Damage prevention, and safety awareness. Description: • Performs diagnosis and corrective actions, disassembles, inspects, evaluates, and accomplishes necessary repairs according to publication/technical instructions and technical directives on all required support equipment. Determines requirements for repairs, modifications, and part replacements. May be required to verify/inspect work performed by other technicians for which he/she is qualified to perform.• Reviews, interprets, and applies maintenance procedures in support of assigned maintenance actions. Applies practical knowledge of wiring schematics and the interpretation of technical data contained within those schematics and/or sources of maintenance data• Reads and interprets manufacturers' maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.• Performs “O”, “I” and authorized commercial repair of all CSE, Material Handling Equipment (MHE), and Palletized Systems Equipment (PSE) in accordance with the KAF 4790.2 and applicable maintenance manuals.• Performs scheduled, unscheduled, and other hourly or calendar inspections in accordance with the KAF 4790.2 and applicable publications.• Troubleshoots, repairs, reworks and maintains hydraulic, pneumatic, mechanical and electrical systems. Removes, adjusts, repairs and replaces/re-installs functional components and incorporates applicable technical directives and bulletins.• Ensures the accurate entry of data into the locally used computer database system to document maintenance actions, monitor maintenance trends, analyze equipment requirements, and maintain equipment records. • Uses Hazardous Materials such as chemical sealants, oil, hydraulic fluid, transmission fluid, etc. and performs proper handling and disposal of chemicals and petroleum products required during maintenance.• Uses illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and requisitions repair parts, materials, and consumable supplies through supply system.• Performs close tolerance adjustment, repair and rework of equipment in and out of shop area.• Services, inspects and tests aviation support equipment used for direct and indirect aircraft support.• Troubleshoots, inspects, services, tests and re-conditions storage batteries, to include lead-acid, gel and sealed type.• Performs Corrosion Control/Prevention, Preservation and de-preservation of Support Equipment (SE).• Performs general housekeeping and organization of workstation(s), shop(s), maintenance facility to provide a clean, safe, and FOD free environment.• Conducts off station maintenance when required.• When necessary, perform other duties and functions critical to the support of the program. Qualifications Education / Certifications: • High School Diploma • Must be able to obtain/maintain the following required certifications/qualifications: Applicable Support Equipment licensing: + “I” Level & “O” Level Tire & Wheel certification + Hydraulic Contamination certification + Collateral Duty Inspector (CDI) qualification + Corrosion Prevention and Control and Aircraft Paint qualification + “I” Level Battery Maintenance certification Experience: • Five years of hands-on aviation ground support equipment maintenance experience preferred. A combination of formal education, technical schools, and practical experience may be substituted. • Naval Aviation Maintenance Program (NAMP) 4790.2 or equivalent experience with Air Force Instruction 21-101 preferred. • Must have a working knowledge of first aid procedures to be used in an emergency. • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures). Specific Requirements: This position requires the ability to obtain and maintain a Department of Defense (DoD) Secret Level security clearance. • Must be United States (U.S.) citizen , be able to read, write, and understand the English language • Must be able to obtain a United States Passport. <p>The electrical metrology engineer is the resident expert in his field and, in conjunction with the Kuwait senior engineer, provides engineering and consultant services to the government of Kuwait (GOK). Conducts research and studies new equipment to ensure that the latest developments in technique and equipment are included in metrology planning for future acquisition. Assists in the development and implementation of a metrology QA program as required. Assists in obtaining and maintaining laboratory QA accreditation.</p>
<p>Assesses requirements and develops new measurement techniques and approaches related to electrical, electronic, and microwave measurement areas. Develops, tests, and evaluates new calibration methodology, as well as performs analysis and evaluation of equipment. Establishes test and performance criteria, and prescribes calibration approaches, tests, equipment, and servicing requirements necessary to ensure measurement traceability. Directs, conducts, and evaluates the development of calibration procedures for assigned equipment. Conducts liaison and coordinates with technical societies and engineering facilities of other countries to remain current with state-of-the-art and new measurement techniques.</p>
