Responsibilities The KC-130J Avionics/COM/NAV Technician will troubleshoot and/or repair malfunctions in the aircraft avionics/communication/navigation systems and all other supporting aircraft systems that require avionics skills and knowledge. Perform assigned maintenance to specified KC-130J standards, to include performing operational testing procedures and required functional tests in support of the KC-130J maintenance manual series. Performance abilities will include the application of troubleshooting, maintenance, and servicing procedures to include the inspection and repair of aircraft wiring/wiring connector, breaker assemblies, component removal, inspection, and reinstallation. In the course of assigned duties will apply a thorough knowledge of electrical, avionics, and COM/NAV engineering principles, techniques, and methods necessary to repair and maintain aircraft, applicable equipment, and systems. Possess competent abilities in the use and application of hand tools, power tools, and associated precision measuring equipment used in support of system testing, evaluation, and operation. Possess the ability to read and interpret manufacturers' maintenance manuals, service bulletins, technical data, engineering data, diagrams, schematics, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components. Major Job Activities Description: • Applies and has a thorough working knowledge of COM/NAV and avionics systems to include; aircraft modification procedures and experience with specific avionics systems, e.g., data bus, antennas, software, displays, communications/navigation equipment, systems integration, system/component failure analysis, inspection, repair, and testing of COM/NAV and electrical systems through engineering principles, techniques, and methods in the maintainability of existing KC-130J equipment and systems. • Troubleshoots and/or repairs malfunctions in the aircraft avionics/communication/navigation systems and all other supporting aircraft systems that require avionics skills and knowledge, performing assigned maintenance in compliance with established directives and specified KC-130J maintenance requirement cards (MRC)s and maintenance instruction manuals (MIM)s, to include performing calibration procedures and required functional tests. • Performance abilities include maintenance and serviceability procedures to supported components, to include wiring and wiring connector condition, breaker assemblies, component removal, inspection, reinstallation, and incorporates applicable technical directives and bulletins. • Possess competent abilities in the use and application of hand tools, power tools, and associated precision measuring equipment used in support of system testing, evaluation, and operation, to include complying with established local tool control programs. • Has a strong understanding and ability to interpret maintenance instruction manuals (MIMS) and all associated maintenance publications, orders, and directives and the processes to document such maintenance actions • Read, interpret, and apply manufacturers' maintenance manuals, service bulletins, technical data, engineering data, diagrams, schematics, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components • Use illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and order parts to complete maintenance actions. • Has the ability to review, interpret, and apply the assigned maintenance manual procedures in support of assigned maintenance actions. Apply practical knowledge of wiring schematics of aircraft COM/NAV and avionics systems and the interpretation of technical data contained within those schematics and/or sources of maintenance data • Performs periodic special, hourly, conditional, and phase maintenance/isochronal inspections as required by Maintenance Instruction Manuals (MIM)s, Maintenance Requirement Cards (MRC)s, manufacturer’s specifications, and all applicable directives, orders, and instructions as directed through Maintenance Control. • Removes, troubleshoots, inspects, reinstalls, and/or replaces aircraft COM/NAV and avionics components, radios, antennas, electrical wiring, and all other associated electronic components that support the operation and use of the aircraft systems/capabilities as directed by approved maintenance manuals/procedures and/or Maintenance Control • Interpret MIMs and all associated maintenance publications, orders, and directives to perform maintenance and use processes to document such maintenance actions, ensuring the accurate entry of data into the locally used computer database system. • Performs applicable “O” and “I” level battery maintenance functions as required per applicable maintenance manuals. • Performs required tasks associated with EKMS as directed by Kuwait Air Force and NAVAIR • Performs scheduled and unscheduled maintenance actions, to include cross-training in all required essential technical specialties, to facilitate the removal, inspection, repair/replacement, installation, and test procedures of aircraft component parts, survival equipment (life rafts, first aid kits, etc..), pneumatic systems, environmental control systems, fuel systems, avionics systems, and all associated aviation life support equipment, airframes, and power plants systems. • Inspect, control, and prevent corrosion of aircraft metals and system components using established and approved procedures. • Checkout and operate all necessary support equipment for flight line maintenance of established maintenance procedures/ • Conducts off station maintenance when required. • When necessary, perform other duties and functions critical to the support of the program. Qualifications Education / Certifications: - High School Diploma - Must be able to obtain/maintain the following required certifications/qualifications: - Aviation Gas Free Engineering (AVGFE) certification - Auxiliary Power Unit (APU) run qualification -“I” Level Battery Maintenance certification - Applicable Support Equipment licensing - Electric Shop & Comm Nav (210 & 220) Collateral Duty Inspector (CDI) qualification - Electric Shop & Comm Nav (210 & 220) Collateral Duty Quality Assurance Representative (CDQAR) qualification - Corrosion Prevention and Control qualification - Confined Space Entry certification Experience: • Four years’ maintenance experience in the C-130J Avionics/Communications/Navigations specialty preferred.. • Must have a working knowledge of first aid procedures to be used in an emergency. • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures). Specific Requirements: • Must be United States (U.S.) citizen, be able to read, write, and understand the English language • Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months of time remaining before expiration. • Must be able to obtain and maintain at a Secret Security Clearance. • Must have a valid U.S. Driver’s License. • Must be willing to follow Kuwait Labor Law policies and able to adhere to and comply with all Kuwaiti Labor and Immigration requirements. • Must be willing to administrate, maintain, and manage maintenance programs (ex. Tool Control, HAZMAT, FOD, MetCal, etc…) as required by local policies. • Must be willing and able to comply with all program functional requirements to include but not limited to: The performance of “I” Level maintenance functions in support of In-Flight Refueling Reel/system maintenance, NLG & MLG Tire re-building, MLG Brake repair/rebuilding, Battery maintenance support, and Oxygen Regulator testing/repair. • Must be willing and able to deploy off-site as required to support Kuwait Air Force operations. • Must be willing to work flexible hours, to include day shift, night shift or weekend duty and travel as part of a maintenance recovery team as required. • Must have the ability to communicate clearly, concisely and follow instructions when directed on assigned tasks. • Must have skills and aptitude to cross train and/or support other maintenance technicians in completing assigned maintenance actions, to include but not limited to: The performance and completion of daily inspections (including the ability to inspect/sign off on all associated aircraft maintenance/technician specialties), marshalling/recovering aircraft, fueling, towing, mooring, and conducting post flight procedures to ensure aircraft are properly secured upon completion of maintenance. • As a Subject Matter Expert, must be willing to perform in-depth research, troubleshoot, and perform “O” and “I” level maintenance functions on all applicable aircraft systems and components necessary to return aircraft to a Full Mission Capable status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs. • Must be able to communicate directly with the customer, pilots, air crew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure aircraft depart timely and launches are not delayed. • Must have an in-depth knowledge of aircraft technical orders/job guides/publications—read, interpret, follow and comprehend schematic diagrams, drawings, charts and technical publications. • Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations. • Must be able to overcome cultural differences and to think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with international contracting and desert climate operations. • Must perform as a team member, contributing to the success of the C-130J maintenance department. • Must be dependable and timely in managing assigned tasks, perform consistent quality maintenance. • Must have a proven ability to work independently with minimal direction. Material & Equipment Directly Used Must have a working knowledge of and be proficient with (input and extract data) of computers, aircraft data debriefing and diagnostic software (DTADS), and maintenance information systems. Working Environment Environmental conditions are diverse and could range anywhere from an office environment where there is little or no physical discomfort to an environment where inclement weather may subject individuals to severe changes in temperature, less than adequate lighting, dust and wind. On occasion individuals may be required to work in areas where high noise hazards will prevail, and hearing protection is required. <p>**Description** **Apache Instructor AH-64 D/E "W-TRS" : Ali Al Sale Air Base Kuwait.** **Job Overview:** V2X GTS has a requirement for an Instructor /Operator (IO) in support of the Kuwait Air Force (KAF) in Kuwait City, Kuwait (Ali Al Salem Air Base). The IP provides Instructor & Operator (I/O) support, services and TADSS oversight required under W-TRS TDL 025 and reports directly to the in-country V2X-GTS Program Manager. The successful candidate must be a United States citizen, with proof of citizenship and a current U.S. passport. Standard work week is five (5) days per week for up to eight (8) hours per day while at OCONUS work site(s). **Required Hours:** Standard work week will be five (5) days per week for up to eight (8) hours per day while at OCONUS work site(s). **Responsibilities:** Provides (IO) support, services, and oversight for all KAF TADSS. + The Instructor/ Operator (IO) must be a trained and certified aviation educator, able to provide instruction and guidance on the AH-64 model D/E. + Instructor Operator provides advanced AH-64D/E flight instruction to student pilots in accordance with the Army Aircrew Training Manual. Instructor Pilots will have IP experience at the company level or above. + The training is conducted at Ali Al Salem Air Base, Kuwait and includes Kuwaiti students. + Prepare simulator flight hour utilization and scheduling reports + Support briefings and demonstrations of the simulators by the host nation. + Instructs and provides performance evaluations of students in classroom, in flight, and simulator training + Conducts pre-flight and in-flight briefings, and post-flight After Action Reviews + Conducts end of stage check rides + Instructor Pilot services and support to include instruction in aircraft systems, instrument flight, mission scenarios and the operation of the flight management system, and emergency procedures. + Services and support shall include instrument flight and mission scenarios, flight management system operations, emergency procedures, fault insertion, Air Traffic Control (ATC) services, and controlling the weather of the simulator. + Provide flight instruction, in-flight evaluation, examination, and instruction services. Determine required training objectives and scope, including subjects or tasks to be taught and evaluation criteria. Train pilots to the U.S. Army or host nation standards IAW aviation publications and regulations. + Check-in each scheduled aircrew upon their arrival to the facility. Provide the aircrew any requested mission scenario loads to include weather, current aircraft flight planning data, and any other information needed for completion of the mission, as requested. + Ensure aircrew has the aircraft specific operational publications and information, required forms, and other flight planning materials for the flight-training period. + Remain immediately available to the aircrew throughout the flight-training period. Prior to the training flight, the I/O will review the pilots’ flight planning for accuracy, critique/ instruct and answer any questions as requested. + Conduct debriefings and grading of the aircrew IAW the applicable Aircrew Training Manual. The I/O will also provide appropriate comments relative to the flight and written comments in the Individual Aircrew Training Folder (IATF) for instrument check rides and any other training/evaluation events requiring written comments. The I/O will instruct the aircrew in techniques and corrective procedures to help avoid error repetition. + Provide instruction on day/night/Night Vision Goggles (NVG) contact, emergency procedures, instrument, terrain flight, tactics, gunnery, and aircraft systems and simulated air traffic control services IAW Air Traffic Control Manual, FAA Order 7110.65 for terminal, en-route, and approach and departure control services. + Provide existing, modified and/or contractor-developed training tutorials, courseware curriculum and Programs of Instruction (POI) for military and civilian related subjects in English. + Serve as the subject matter expert for aircrew training manual, aviation procedures and techniques, and all others in the performance of their duties. Rather than functioning as a traditional planning department, the Office ensures that institutional strategy is translated into measurable outcomes through performance management, executive reporting, and strategic technology evaluation. The Office owns three interconnected responsibilities that together strengthen AIU's institutional effectiveness:</p><br>

<p>The Director, Office of Strategy, Institutional Performance & Emerging Technology carries three complementary mandates that reinforce one another. Institutional strategy provides direction, performance management measures progress, and emerging technology enables innovation that supports AIU's long-term strategic priorities. The Director ensures these three functions operate in alignment to support informed executive decision-making.</p><br> <p><span>Key Responsibilities</span></p><br> <p>1. RISE Strategy Execution and Balanced Scorecard Management</p><br>

<li>Own the AIU RISE Strategy 2026–2030 execution cycle translating Board-approved strategic objectives into annual operating plans, quarterly milestones, and individual VP and Dean accountability commitments</li>
<li>Design, maintain, and continuously improve AIU's Balanced Scorecard the institutional performance management framework that cascades RISE Strategy KPIs from institutional level through school, department, and individual levels ensuring that every function can see how its work connects to the strategy</li>
<li>Conduct quarterly strategy performance reviews with each VP reviewing KPI progress, identifying risks to delivery, proposing course corrections, and escalating material issues to the President with recommended responses</li>
<li>Prepare the Annual Strategic Progress Report the principal annual document presented to the Board of Trustees each November synthesizing Balanced Scorecard data, institutional KPI achievements, variance explanations, and the following year's adjusted priorities into a clear, evidence-based narrative for Board review</li>
<li>Manage the annual strategic planning calendar coordinating the February environmental scan, April-May VP planning submissions, June-July budget-strategy alignment, September Board approval, and November Board progress review ensuring that planning is a continuous cycle rather than an annual event</li>
<li>Maintain the RISE Strategy risk register identifying strategic risks, assessing likelihood and impact, tracking mitigation actions, and reporting to the President and Board Audit & Risk Committee quarterly</li>
<li>Coordinate with the Institutional Research Office to ensure that all Balanced Scorecard data is sourced from verified institutional systems no KPI reported to the Board may be based on unverified or manually assembled data.</li>
</ul> <p>2. Emergent Technology Intelligence and Innovation Piloting</p><br>

<li>Lead AIU's horizon scanning function systematically monitoring emerging technologies relevant to higher education (generative AI, adaptive learning systems, learning analytics, spatial computing, research tools) and producing quarterly Technology Intelligence Briefings for the President and Senior Leadership Team</li>
<li>Design and manage AIU's innovation piloting programme a structured process for testing emerging technologies in controlled institutional environments before recommending them for full adoption. Pilots are time-bounded, evidence-evaluated, and documented for institutional learning regardless of outcome</li>
<li>Coordinate with the CIO to ensure that emergent technology intelligence flows effectively between the scouting function (this Office) and the operational integration function (CIO/Digital Transformation Office) the Director scouts and pilots; the CIO scales and operates</li>
<li>Develop and maintain AIU's Emergent Technology Watchlist a living document tracking technologies at horizon, early adoption, and evaluation stages updated quarterly and shared with Deans and VPs to inform curriculum development, research direction, and administrative investment decisions</li>
<li>Represent AIU in GCC and international higher education technology forums building relationships with peer institutions, technology providers, and research networks that provide early access to innovation relevant to AIU's strategic priorities</li>

</ul> <p>3. Strategic Project Alignment and Executive Reporting</p><br>

<li>Coordinate with the existing PMO / Special Projects structure to monitor the strategic alignment of major institutional projects and provide updates to the President as required.</li>
<li>Review executive project portfolio reports prepared by the PMO / Special Projects structure, assessing strategic alignment, institutional risks, and matters requiring Presidential attention.</li>
<li>Monitor strategically significant cross-functional projects designated by the President, ensuring alignment with institutional priorities and escalating strategic issues requiring executive attention.</li>
<li>Coordinate with the Accreditation Liaison Officer (ALO) and the PMO / Special Projects structure to monitor accreditation-related project milestones (eligibility application, self-study, SAV1, SAV2), highlighting strategic risks and providing executive updates when timelines are at risk.</li>
<li>Support Deans and VPs in applying project management discipline to their own portfolio of strategic initiatives providing coaching, templates, and periodic portfolio reviews rather than doing the project management for them.</li>
<li>Coordinate the AIU Strategic Projects Review by consolidating strategic project updates from the PMO / Special Projects structure, facilitating executive discussion, and preparing concise, action-oriented summaries for the President.</li>
<li>Coordinate with internal project sponsors and external consultants on strategic initiatives as required, ensuring the President receives timely updates on key deliverables, risks, and institutional implications.</li>
</ul> <p>4. Presidential Advisory and Institutional Intelligence</p><br>

<li>Serve as the President's primary strategic advisor on institutional performance providing candid, evidence-based assessments of where AIU is ahead of plan, where it is behind, and what the President needs to decide or direct to keep the institution on track</li>
<li>Prepare and curate the President's institutional intelligence package a regular briefing document synthesising strategic performance data, competitive intelligence on peer institutions, accreditation progress, and emerging risks enabling the President to lead from a position of current, verified information</li>
<li>Draft the President's strategic communications including the annual state-of-institution address, Board Chair correspondence on strategic matters, and institutional strategy updates to faculty, staff, and the Kuwait higher education community</li>
<li>Coordinate the Senior Leadership Team agenda and strategic discussion calendar ensuring that the President's leadership team spends its meeting time on decisions, not on status updates that could be communicated in writing</li>

<li>Proven experience implementing or managing a Balanced Scorecard or equivalent institutional performance management framework candidates must be able to describe a specific implementation, not just familiarity with the concept.</li>
<li>Experience working with institutional project portfolios and executive reporting, including monitoring strategic initiatives, interpreting project status information, and advising senior leadership on institutional priorities and risks</li>

<li>PMP (Project Management Professional) certification. The formal credential is considered an advantage for interpreting project reporting and supporting executive oversight of institutional initiatives.</li>
<li>Experience with a university’s WASC accreditation project portfolio, including sequencing of eligibility, self-study, SAV1, and SAV2 milestones as institutional activities with named owners and defined escalation paths.</li>
<li>Prior experience in a Chief of Staff or Strategy Director role in a GCC university. Candidates who have served as principal strategic advisors to a university President in the Gulf will have strong familiarity with institutional dynamics, stakeholder relationships, and cultural context.</li>
<li>Published research or professional contribution to strategic planning or institutional effectiveness in GCC higher education, demonstrating thought leadership rather than solely operational experience.</li>
<li>Arabic language proficiency is an advantage for engagement with Kuwaiti Board members, MOHE officials, and Arabic-speaking stakeholders.</li>
