<p>KBR’s Sustainable Technology Solutions (STS) group is looking for a Lead HSE Engineer to support HSE function on PMC Project with Kuwait Oil Company in Kuwait.</p>
<h4>Summary section</h4>
<p>The Lead HSE engineer will coordinate implementation of the KOC PMC Safety policies, HSE Management System and project specific HSE Management Plans as they apply to the project.<br>
He will ensure that the site complies with the relevant HSE legislation and KOC HSE requirements.<br>
He will develop and implement the project HSE MS.<br>
He will develop and maintain statistical data for the project and prepare reports as required for the KBR KOC PMC HSEQ Manager.</p>
<h4>Mandatory qualifications including required education, experience, & skills:</h4>

<li>Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment</li>
<li>Ensure the EPC contractors develop, implement and maintain a specific project Risk Management Plan</li>
<li>Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations</li>
<li>Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements</li>
<li>Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action</li>
<li>Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/additions to requirements as they come into effect</li>
<li>Review EPC contractor Safety Management System and advise of required changes</li>
<li>Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR</li>

<li>Carry out regular inspections of the work areas with the respective EPC contractor line manager and/or HSE representative and prepare reports</li>
<li>Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.</li>
<li>Assist EPC contractor line management and/or construction supervisors in accident investigation process and report accordingly</li>
<li>Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives</li>

<p>Promotes and enforces the implementation of all QHSSE requirements and facilitates implementation and improvement of Barrier Management System (BMS) onboard the rig. (SLB-HSE-M023).</p><br><p>→ Verify DROPS inspection checklists for rig-ups, and the maintenance of DROPS Inspection Schedules.</p><br><p>→ Support site-level HSE Supervisors in identifying dropped object and Work at Height hazards.</p><br><p>→ Ensure DROPS incidents are reported, classified, and investigated in accordance with project and SLBrequirements, and lessons-learned dissemination across the project.</p><br><p>→ Maintain and monitor DROPS program performance metrics; escalate systemic non-conformances.</p><br><p>Additional Responsibilities</p><br><p>→ Participate in Project HAZOP/HARC processes as the ML and DROPS SME for ML scenarios under review.</p><br><p>→ Support development and review of project HSE Plans, procedures, and standards related to ML and DROPS.</p><br><p>→ Contribute to pre-mobilization readiness reviews as the ML/DROPS technical authority.</p><br><p>→ Support emergency response planning for lifting-related scenarios (crane collapse, load drop, manriding rescue) and verify that adequate rescue plans are in place.</p><br><p>→ Assist developing the Annual Audit and Inspection Plan (AAIP) for ML and DROPS activities.</p><br><p>4. AUTHORITY</p><br><p>→ Authority to Stop Work on any mechanical lifting or related activity that does not comply with approved lift plans,SLB standards, or client requirements.</p><br><p>→ Authority to reject and require re-submission of non-compliant lift plan with SLB or client requirements.</p><br><p>→ Authority to require the removal of lifting equipment or accessory found defective, uncertified, or non-compliant.</p><br><p>→ Authority to withhold validation for any site or location non-compliant with DROPS system requirements.</p><br><p>→ Authority to escalate non-conformances to Contractor and Project Management<br></p><br><p><strong> Education</strong>: Bachelor's degree in engineering or Technical Career</p><br><p><strong>Professional Certification:</strong></p><br><p>* LEEA Appointed Person for Lifting Operations or similar.</p><br><p>* Third-party certification credited by LEEA or NSL.</p><br><p>* DROPS Level 3 - Focal Point.</p><br><p><strong>Experience</strong>:</p><br><p>* Minimum 10 years of experience in a dedicated Mechanical Lifting supervisory or SME capacity, preferably onthe Oil & Gas Industry.</p><br><p>* Demonstrated experience operating in multi-contractor onshore drilling environments, including direct supervisionof crane, rigging, and lifting appliance crews.</p><br><p>* Prior experience conducting DROPS program audits and managing DROPS systems at rig or field level</p><br><p><strong>Language</strong>: Fluent English mandatory.
