Responsibilities Job Details / Position Summary The Aviation Support Equipment Technician diagnoses malfunctions repairs and maintains Support Equipment (SE); inspects and approves completed maintenance actions; troubleshoots discrepancies by studying drawings, wiring diagram schematics, Original Equipment Manufacturer (OEM) manuals, technical publications and historical maintenance actions. The Technician uses automated maintenance data systems to monitor maintenance trends, analyze equipment requirements, and document maintenance actions. The Technician analyzes, diagnoses, and repairs SE using conventional and digital multi-meters, voltmeters, ohmmeters, oscilloscopes and hand tools. Diagnoses mechanical and electronic circuitry malfunctions using visual and auditory senses, test equipment, and technical maintenance data sources. The Technician performs scheduled and unscheduled maintenance on SE by inspecting, testing and operating SE to determine equipment serviceability and proper operation. Services equipment with required fluids such as oil, water, coolant, hydraulic fluid, refrigerant and compressed air. The Technician also performs removal, disassembly, repair, cleaning, corrosion treatment, re-assembly and installation of malfunctioning CSE accessories and components, as well as stenciling and marking SE, storing, handling, labelling, using and disposing of hazardous materials and hazardous waste. The Technician prepares SE for preservation and mobility deployment. The Technician operates, cleans, inspects and services all assigned support equipment, to include towing vehicles, to include Bobtail Ford trucks, Tow Tractors (Tug), and U-30 aircraft tow vehicle. In addition to performing inspections and maintenance, the technician practices good housekeeping, Tool Control, Foreign Object Damage prevention, and safety awareness. Description: • Performs diagnosis and corrective actions, disassembles, inspects, evaluates, and accomplishes necessary repairs according to publication/technical instructions and technical directives on all required support equipment. Determines requirements for repairs, modifications, and part replacements. May be required to verify/inspect work performed by other technicians for which he/she is qualified to perform.• Reviews, interprets, and applies maintenance procedures in support of assigned maintenance actions. Applies practical knowledge of wiring schematics and the interpretation of technical data contained within those schematics and/or sources of maintenance data• Reads and interprets manufacturers' maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.• Performs “O”, “I” and authorized commercial repair of all CSE, Material Handling Equipment (MHE), and Palletized Systems Equipment (PSE) in accordance with the KAF 4790.2 and applicable maintenance manuals.• Performs scheduled, unscheduled, and other hourly or calendar inspections in accordance with the KAF 4790.2 and applicable publications.• Troubleshoots, repairs, reworks and maintains hydraulic, pneumatic, mechanical and electrical systems. Removes, adjusts, repairs and replaces/re-installs functional components and incorporates applicable technical directives and bulletins.• Ensures the accurate entry of data into the locally used computer database system to document maintenance actions, monitor maintenance trends, analyze equipment requirements, and maintain equipment records. • Uses Hazardous Materials such as chemical sealants, oil, hydraulic fluid, transmission fluid, etc. and performs proper handling and disposal of chemicals and petroleum products required during maintenance.• Uses illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and requisitions repair parts, materials, and consumable supplies through supply system.• Performs close tolerance adjustment, repair and rework of equipment in and out of shop area.• Services, inspects and tests aviation support equipment used for direct and indirect aircraft support.• Troubleshoots, inspects, services, tests and re-conditions storage batteries, to include lead-acid, gel and sealed type.• Performs Corrosion Control/Prevention, Preservation and de-preservation of Support Equipment (SE).• Performs general housekeeping and organization of workstation(s), shop(s), maintenance facility to provide a clean, safe, and FOD free environment.• Conducts off station maintenance when required.• When necessary, perform other duties and functions critical to the support of the program. Qualifications Education / Certifications: • High School Diploma • Must be able to obtain/maintain the following required certifications/qualifications: Applicable Support Equipment licensing: + “I” Level & “O” Level Tire & Wheel certification + Hydraulic Contamination certification + Collateral Duty Inspector (CDI) qualification + Corrosion Prevention and Control and Aircraft Paint qualification + “I” Level Battery Maintenance certification Experience: • Five years of hands-on aviation ground support equipment maintenance experience preferred. A combination of formal education, technical schools, and practical experience may be substituted. • Naval Aviation Maintenance Program (NAMP) 4790.2 or equivalent experience with Air Force Instruction 21-101 preferred. • Must have a working knowledge of first aid procedures to be used in an emergency. • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures). Specific Requirements: This position requires the ability to obtain and maintain a Department of Defense (DoD) Secret Level security clearance. • Must be United States (U.S.) citizen , be able to read, write, and understand the English language • Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months of time remaining before expiration. • Must have a valid U.S. Driver’s License. • Must be willing to follow Kuwait Labor Law policies and able to adhere to and comply with all Kuwaiti Labor and Immigration requirements. • Must be willing to administrate, maintain, and manage maintenance programs (ex. Tool Control, HAZMAT, FOD, MetCal, etc…) as required by local policies. • Must be willing and able to comply with all program functional requirements to include but not limited to: The performance of “I” Level maintenance functions in support of In-Flight Refueling Reel/system maintenance, NLG & MLG Tire re-building, MLG Brake repair/rebuilding, Battery maintenance support, and Oxygen Regulator testing/repair. • Must be willing and able to deploy off-site as required to support Kuwait Air Force operations. • Must be willing to work flexible hours, to include day shift, night shift or weekend duty and travel as part of a maintenance recovery team as required. • Must have the ability to communicate clearly, concisely and follow instructions when directed on assigned tasks. • Have a strong knowledge base of intermediate level maintenance business practices and procedures • Must have skills and aptitude to cross train and/or support other maintenance technicians in completing assigned maintenance actions. • As a Subject Matter Expert, must be willing to perform in-depth research, troubleshoot, and perform “O” level, “I” level, and commercial level maintenance functions on all applicable SE systems and components necessary to return equipment to a Ready for Issue (RFI) status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate SE inspections/repairs. • Must be able to communicate directly with the customer, pilots, air crew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure equipment is available to support aircraft launches and maintenance. • Must have an in-depth knowledge of applicable technical orders/job guides/publications—read, interpret, follow and comprehend schematic diagrams, drawings, charts and technical publications. • Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations. • Must be able to overcome cultural differences and to think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with international contracting and desert climate operations. • Must perform as a team member, contributing to the success of the KC-130J / Common Support Equipment (CSE) Program. • Must be willing and able to work with hazardous materials and conduct specialty on-the-job training. • Must be dependable and timely in managing assigned tasks, perform consistent quality maintenance. • Must have a proven ability to work independently with minimal direction. Material & Equipment Directly Used Uses digital multi-meters, voltmeters, ohmmeters, frequency counters, oscilloscopes, diagnosing software, circuit card testers, transistor testers, and hand tools to analyze, diagnose, and repair applicable Support Equipment. Working Environment Environmental conditions are diverse and could range anywhere from an office environment where there is little or no physical discomfort to an environment where inclement weather may subject individuals to severe changes in temperature, less than adequate lighting, dust and wind. On occasion individuals may be required to work in areas where high noise hazards will prevail, and hearing protection is required. Responsible for the full spectrum of maintenance operations; oversee Go/No-Go Testing of all government furnished equipment retrograded from the forward deployed sites for redistribution. Manages refurbishment programs for deep cleaning, upgrade, repair and configuration of IGX and other electronic systems. Directs and supervises Maintenance Support Teams (MST) supporting communication towers, telephony switching systems, and other communication systems. Manage field and sustainment maintenance to all strategic communications systems under the command of the 160th Signal Brigade, its subordinate units and the RCC. Monitors production for compliance with scheduling directives, cost factors, and standards. Develops performance standards, conducts employee counseling, and makes suggestions for formal and informal performance appraisals. Manages the calibration of Government Furnished Property (GFP) test equipment assigned to the Program. Directs, controls, and supervises antenna and tower maintenance in their respective countries, or areas they may be deployed too. Red Switch Technician II will supervisor Red Switch Technician I personnel and operate and maintain (O&M) the Defense Red Switch Network (DRSN) facility in accordance with Defense Information Systems Agency (DISA) regulations and guidelines. Responsible for organizing and implementing system and facility upgrades with Raytheon, DISA, and local agencies. Prepare and maintain DRSN facility in accordance with various agency checklist requirements such as Quality Control (QC), DRSN Security, DISA Performance Evaluation (PE), Communications Security (COMSEC), etc. Train DRSN technicians and military deployment teams on operation, maintenance, and troubleshooting of equipment. <p>The Mechanical Metrology Engineer is the resident expert in his field and, in conjunction with the Kuwait Senior Engineer, provides engineering/consultant services to the GOK. Conducts research and studies new equipment to ensure that the latest developments in technique and equipment are included in metrology planning for future acquisition. Assists in the development and implementation of a Metrology QA Program as required. Assists in obtaining and maintaining laboratory QA accreditation. Assesses requirements and develops new measurement techniques and approaches related to mechanical, electro- mechanical, optical, electro-optical, chemical, and electro-chemical calibration methodology. Also performs analysis and evaluation of equipment test and performance requirements, and prescribes calibration approaches, test equipment and servicing requirements necessary to assure measurement traceability. Directs, conducts and evaluates the development of calibration procedures for assigned equipment categories. Conducts liaison and coordinates with technical societies and engineering facilities of other countries to remain current with the state-of-the-art and new measurement techniques. Responsible for laboratory facility and related environmental control development, operation and maintenance.
