<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph">The Transportation Lead provides comprehensive movement control, transportation synchronization, and multimodal distribution support across the USCENTCOM Area of Responsibility. This role integrates Air Coordination Cell operations, container management, convoy coordination, customer service, staging area management, and HAZMAT documentation. The position requires proficiency with IBS-CMM, CMOS, RFID systems, and compliance with DTR 4500.9-R Part II. Additionally, the role supports operational sustainment, movement control, and distribution activities for the 1st Theater Sustainment Command (1 TSC), including planning, tracking, and coordinating strategic and tactical movement of personnel, cargo, and equipment across air, land, and sea. The position ensures accurate execution of provisioning, inventory, maintenance, repair, and transportation activities while contributing to the refinement of logistics policies and the integration of processes across teams and partner organizations.HOW YOU WILL MAKE AN IMPACT:Provide leadership to CRSP teams including Line Haul, Air Coordination Cell, Container Processing, Container Fabrication, Customs Clearance, and TAS teams.Verify DD Form 1149, TAC Codes, DODAACs, shipment priority, and POC information.Receive cargo from all transportation modes and process for delivery.Validate manifests, MROs, DD Form 1149, and DD Form 1384.Prepare sensitive cargo documentation including DD Form 1387-2 and DD Form 1907.Coordinate pre-Joint Inspections and Joint Inspections.Build and inspect 463L pallets IAW DTR 4500.9-R Part II.Coordinate with KMOI and MCTs for required movement.Perform pre-JIs to ensure compliance with Air Force regulations.Transport or coordinate transportation to/from APOE/D.Prepare DD Form 1384 TCMD and complete prime/trailer card entries.Conduct export inspections with Military Customs.Compute center of balance and weight for rolling stock.Maintain historical cargo movement data across the AOR.Operate MHE including 4K 100K forklifts and container handlers.Support ocean freight movement through designated SPOE/D.Lead convoy operations ensuring preparation, safety, and accountability.Deliver daily and weekly safety briefings.Support logistics requirements through analysis, planning, and coordination.Manage LIS data including GCSS-Army.Oversee purchasing, transportation, warehousing, and production control.Ensure host-nation compliance for company/contract vehicle documentation.Plan and coordinate logistics, transportation, and customer service activities.Ensure compliance with legal, military, and ISO requirements.Plan, schedule, and track movements across all transportation nodes.Create and manage TMRs using LOADOUT and other LIS tools.Coordinate route, highway, airspace, and customs clearances.Support intermodal operations including distribution, retrograde, and onward movement.Maintain ITV using approved DoD systems.Assist with BBPCT (blocking, bracing, packing, crating, and tie-down).Participate in movement boards and multinational coordination meetings.Ensure documentation compliance per DTR 4500.9-R.Support container management and ensure accurate JCM reporting.Ensure adherence to U.S., USCENTCOM, USARCENT, and 1 TSC policies.Maintain awareness of HAZMAT requirements and ensure certification compliance.WORKING ENVIRONMENTWork is performed in outdoor, warehouse, and operational environments with potential exposure to physical, chemical, and biological hazards. PPE is required in designated areas. Must comply with OSHA, EPA, Fire Regulations, host-nation policies, and company safety standards.PHYSICAL ACTIVITIESWork requires heavy lifting up to 70 pounds, climbing, stooping, prolonged standing or sitting, and working near hazardous materials or equipment.MINIMUM QUALIFICATIONSHigh school diploma and 9 yrs of experience. (will consider other combinations of education, military, training and experience) Ability to obtain a Kuwait/Host Nation Driver s License.Minimum of seven (7) years of related logistics, transportation, distribution, movement control, or DoD operations experience. Knowledgeable in HAZMAT certification, TMR, and TCMD processing. Responsibilities The Maintenance Controller for the Kuwait KC-130J Program at Al Mubarak airfield in Kuwait has is responsible for assisting the Maintenance Manager in daily operation and management and administration of the aircraft maintenance program, maintenance personnel, and maintenance actions required to support the customer’s missions and flight schedules. The Maintenance Controller assigns priorities and directs maintenance personnel to correct discrepancies, generate work orders, track and comply with all inspection requirements, compile and record maintenance data applicable to the Maintenance Information System (MIS), provide the ability to compare records and reports on consumption of material, quality control, and other aspects of production. Description: + Act as point of contact for all aircraft discrepancies that may affect daily operations and mission success. + Direct and coordinate all scheduled and unscheduled maintenance actions and workload planning + Attend meetings with the customer and provide information, reports, and official correspondence regarding aircraft status, mission capability, and maintenance planning information. + Coordinate with the Maintenance Manager and customer representatives in the management of scheduled and unscheduled maintenance to ensure the most efficient use of time and resources. + Analyze maintenance data to identify trends and initiate corrective actions as necessary. + Manage completion of maintenance actions and ensure the complete and accurate entry of data into the Maintenance Information System (MIS). + Coordinate with adjacent contractors and supporting agencies to acquire necessary tools, parts, support, materials, and equipment to prevent maintenance stoppages. + Ensure accuracy of documentation, (i.e., aircraft, engine, propeller, logbooks, weight and balance records, and MIS) and adherence to technical publications, policies, procedures, and safe maintenance practices. + Prepares and sends required reports and attend staff / customer meetings as required. + Coordinate troubleshooting efforts on complex maintenance discrepancies, making recommendations for courses of action based on aircraft service history analysis, applicable Maintenance Manual guidance, and operator experience. + Use illustrated parts breakdowns (IPB)s to determine material requirements, research associated part numbers, and order parts. + Monitor and track all life limited components, periodic special, hourly, conditional, and phase maintenance/isochronal inspections as required by the Periodic Maintenance Requirements Manual, Maintenance Requirement Cards (MRC)s, manufacturer’s specifications, and all applicable directives, orders, and instructions. + Coordinate with operations personnel and aircrew members to ensure the flight schedule is adequately supported and missions are able to be conducted within prescribed timelines. + Conduct off-station maintenance when required. + Assist in the conduct of maintenance on the flight line and back shops as required to ensure aircraft are available to support the flight schedule. + When necessary, perform other duties and functions critical to the support of the program. Qualifications Education / Certifications: + High School Diploma Must be able to obtain/maintain the following required certifications/qualifications: + This position requires the ability to obtain and maintain a Department of Defense (DoD) Secret Level security clearance. + Aircraft Weight & Balance certification + Safe for Flight certification + Aviation Gas Free Engineering (AVGFE) certification + Hydraulic Contamination certification + “I” Level & “O” Level Tire & Wheel certification + “I” Level MLG Brake repair / rebuilding qualification + Auxiliary Power Unit (APU) run qualification + Applicable Support Equipment licensing + Collateral Duty Inspector (CDI) qualification + Collateral Duty Quality Assurance Representative (CDQAR) qualification + Corrosion Prevention and Control and Aircraft Paint qualification + Confined Space Entry certification Experience: • Eight years’ aircraft maintenance experience with five years’ experience working on C-130J aircraft preferred. • Naval Aviation Maintenance Program (NAMP) 4790.2 or equivalent experience with Air Force Instruction 21-101 preferred. • Safe for Flight experience and certification specific to C-130J aircraft preferred. • Must have a working knowledge of first aid procedures to be used in an emergency. • Must have a strong knowledge base of aviation maintenance programs, processes, and procedures (example: Safety, Tool Control, HAZMAT, inspection programs, administrative requirements, support equipment, calibration/torque programs & procedures). Specific Requirements: + Must be United States (U.S.) citizen, be able to read, write, and understand the English language + Must be able to obtain a United States Passport. If you currently possess a United States Passport it must have at least 24 months of time remaining before expiration. + Must have a valid U.S. Driver’s License. + Must be willing to follow Kuwait Labor Law policies and able to adhere to and comply with all Kuwaiti Labor and Immigration requirements. + Must be willing to administrate, maintain, and manage maintenance programs (ex. Tool Control, HAZMAT, FOD, MetCal, etc…) as required by local policies. + Must be willing and able to comply with all program functional requirements to include but not limited to: The performance of “I” Level maintenance functions in support of In-Flight Refueling Reel/system maintenance, NLG & MLG Tire re-building, MLG Brake repair/rebuilding, Battery maintenance support, and Oxygen Regulator testing/repair. + Must be willing and able to deploy off-site as required to support Kuwait Air Force operations. + Must be willing to work flexible hours, to include day shift, night shift or weekend duty and travel as part of a maintenance recovery team as required. + Must have the ability to communicate clearly, concisely and follow instructions when directed on assigned tasks. + Must have skills and aptitude to cross train and/or support other maintenance technicians in completing assigned maintenance actions, to include but not limited to: The performance and completion of daily inspections (including the ability to inspect/sign off on all associated aircraft maintenance/technician specialties), marshalling/recovering aircraft, fueling, towing, mooring, and conducting post flight procedures to ensure aircraft are properly secured upon completion of maintenance. + As a Subject Matter Expert, must be willing to perform in-depth research, troubleshoot, and perform “O” and “I” level maintenance functions on all applicable aircraft systems and components necessary to return aircraft to a Full Mission Capable status; this includes determining material requirements, researching part numbers, ordering, tracking, and receiving materials as required to facilitate aircraft inspections/repairs. + Must be able to communicate directly with the customer, pilots, air crew members, management, and maintenance personnel to gather and relay pertinent data/information necessary to ensure aircraft depart timely and launches are not delayed. + Must have an in-depth knowledge of aircraft technical orders/job guides/publications—read, interpret, follow and comprehend schematic diagrams, drawings, charts and technical publications. + Must be proficient in the use of Microsoft Office Programs, including Word, Excel, and PowerPoint to create/modify briefs, spreadsheets, and formal requests/documentation. + Must have an in-depth knowledge (aircraft/vehicle movement and safety/hazards) of flight line operations. + Must be able to overcome cultural differences and to think outside the box, innovate, and provide solutions to the many complex problems and obstacles associated with international contracting and desert climate operations. + Must perform as a team member, contributing to the success of the C-130J maintenance department. + Must be dependable and timely in managing assigned tasks, perform consistent quality maintenance. + Must have a proven ability to work independently with minimal direction. Material & Equipment Directly Used Must have a working knowledge of and be proficient with (input and extract data) of computers, aircraft data debriefing and diagnostic software (DTADS), and maintenance information systems. Working Environment Environmental conditions are diverse and could range anywhere from an office environment where there is little or no physical discomfort to an environment where inclement weather may subject individuals to severe changes in temperature, less than adequate lighting, dust and wind. On occasion individuals may be required to work in areas where high noise hazards will prevail, and hearing protection is required.
