</div> </div> <div> <div> What you will be doing <br></div> <ul> <li>Convene round-table meetings with stakeholders to inform a robust, auditable and criteria-driven approach to each opportunity.<br></li> <li>Create, and include others as appropriate, review an opportunity story board and provide innovative input which optimizes the bid.<br></li> <li>Ensure visual clarity, attractiveness and salience as well as financial robustness based on an analysis of the client s profile.<br></li> <li>Lead and manage the performance, conduct, development and engagement of the Bid Team.<br></li> <li>Lead the proposal handover to Operations to support the so that the Project Management and the design team have the background before the project kick-off.<br></li> <li>Play a lead role in addressing post-submission queries / clarifications, collaborating as appropriate with Departmental representatives and/or project managers etc. in order to turn these around quickly and comprehensively.<br></li> <li>Prepare Financial Strategy for review by other key Departments and/or other stakeholders to support agile and value-adding decision-making.<br></li> <li>Prepare Financial proposal where different/new pricing mechanism is required, depending on the requirements.<br></li> <li>Provide team with inputs on proposal representations - diagrams etc., interfacing as appropriate with the Marketing and Graphic Design team to optimize the documentation s look, feel, brand alignment etc.<br></li> <li>Review and address requirements, preferences and Pace s competitive advantage relative to the nature of the opportunity as well as prevailing market rates for like-opportunities.<br></li> <li>Review synopsis for various RFPs and provide team with teaming strategies e.g. bid-winning strategy to choose the right partners.<br></li> <li>Review the RFPs and study the opportunity, risk associated, workload etc and discuss with Director on Go / No-Go. Support the Director with Bid Decisions.<br></li> <li>Source and validate man-month quotations from applicable Centre of Excellence stakeholders, challenging and clarifying as appropriate to support proposals which enjoy the full buy-in of applicable Cor stakeholders.<br></li> <li>Sourcing and validating labour rates based on appropriate sources of information.<br></li> <li>Support agile go/no-go decision-making based on defined financial appetite, reputational enhancement opportunity, risk thresholds and related business aspects.<br></li> <li>Prepare & agree matrix of responsibility between Associates/Joint Venture partners.<br></li> </ul> </div> <div> <div> Required Experience <br></div> <div> <ul>

<p><h4>Project</h4>
<p>KBR’s Sustainable Technology Solutions (STS) group is looking for a Lead HSE Engineer to support HSE function on PMC Project with Kuwait Oil Company in Kuwait.</p>
<h4>Summary section</h4>
<p>The Lead HSE engineer will coordinate implementation of the KOC PMC Safety policies, HSE Management System and project specific HSE Management Plans as they apply to the project.<br>
He will ensure that the site complies with the relevant HSE legislation and KOC HSE requirements.<br>
He will develop and implement the project HSE MS.<br>
He will develop and maintain statistical data for the project and prepare reports as required for the KBR KOC PMC HSEQ Manager.</p>
<h4>Mandatory qualifications including required education, experience, & skills:</h4>
<ul>
<li>Bachelor degree in engineering</li>
<li>Minimum 12 years total post-graduation experience</li>
<li>Minimum 8 years oil & gas post-graduation experience</li>
<li>Minimum 5 years’ experience in a Lead HSE Engineer role</li>
<li>Practical experience of design, construction, commissioning and maintenance aspects of oil/gas installations</li>
<li>Practical experience with HSE management systems, reporting and audit procedures</li>
<li>Excellent written coordination and verbal communication skills</li>
<li>Ability to develop, update and maintain in-house procedures</li>
<li>Must be conversant with local and international safety standards and norms</li>
<li>Must possess two or more HSE certifications (certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ICertOSH, ASSE Certificate in Global Safety Management or equivalent courses</li>
</ul>
<h4>Responsibilities:</h4>
<ul>
<li>Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment</li>
<li>Ensure the EPC contractors develop, implement and maintain a specific project Risk Management Plan</li>
<li>Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations</li>
<li>Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements</li>
<li>Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action</li>
<li>Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/additions to requirements as they come into effect</li>
<li>Review EPC contractor Safety Management System and advise of required changes</li>
<li>Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR</li>
<li>Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken</li>
</ul>
<p>Other key activities shall include but not be limited to the following:</p>
<ul>
<li>Pro-actively visit site and with the EPC contractor implement safety measures - promote/ensure safe work practices</li>
<li>Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings</li>
<li>Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained</li>
<li>Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes</li>
<li>Maintain a HS&E audit and assessment program for the location</li>
<li>Carry out regular inspections of the work areas with the respective EPC contractor line manager and/or HSE representative and prepare reports</li>
<li>Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.</li>
<li>Assist EPC contractor line management and/or construction supervisors in accident investigation process and report accordingly</li>
<li>Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives</li>
<li>Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors</li>
<li>Monitor the availability and use of safety apparel and equipment</li>
<li>Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training</li>
<li>Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls</li>
<li>Ensure all lines of communication on HSE matters remain open and effective between all parties particularly KOC, KBR, EPC contractors and their sub-contractors</li>
