<p><h4>Project</h4> <p>KBR’s Sustainable Technology Solutions (STS) group is looking for a Lead HSE Engineer to support HSE function on PMC Project with Kuwait Oil Company in Kuwait.</p> <h4>Summary section</h4> <p>The Lead HSE engineer will coordinate implementation of the KOC PMC Safety policies, HSE Management System and project specific HSE Management Plans as they apply to the project.<br> He will ensure that the site complies with the relevant HSE legislation and KOC HSE requirements.<br> He will develop and implement the project HSE MS.<br> He will develop and maintain statistical data for the project and prepare reports as required for the KBR KOC PMC HSEQ Manager.</p> <h4>Mandatory qualifications including required education, experience, & skills:</h4> <ul> <li>Bachelor degree in engineering</li> <li>Minimum 12 years total post-graduation experience</li> <li>Minimum 8 years oil & gas post-graduation experience</li> <li>Minimum 5 years’ experience in a Lead HSE Engineer role</li> <li>Practical experience of design, construction, commissioning and maintenance aspects of oil/gas installations</li> <li>Practical experience with HSE management systems, reporting and audit procedures</li> <li>Excellent written coordination and verbal communication skills</li> <li>Ability to develop, update and maintain in-house procedures</li> <li>Must be conversant with local and international safety standards and norms</li> <li>Must possess two or more HSE certifications (certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ICertOSH, ASSE Certificate in Global Safety Management or equivalent courses</li> </ul> <h4>Responsibilities:</h4> <ul> <li>Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment</li> <li>Ensure the EPC contractors develop, implement and maintain a specific project Risk Management Plan</li> <li>Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations</li> <li>Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements</li> <li>Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action</li> <li>Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/additions to requirements as they come into effect</li> <li>Review EPC contractor Safety Management System and advise of required changes</li> <li>Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR</li> <li>Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken</li> </ul> <p>Other key activities shall include but not be limited to the following:</p> <ul> <li>Pro-actively visit site and with the EPC contractor implement safety measures - promote/ensure safe work practices</li> <li>Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings</li> <li>Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained</li> <li>Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes</li> <li>Maintain a HS&E audit and assessment program for the location</li> <li>Carry out regular inspections of the work areas with the respective EPC contractor line manager and/or HSE representative and prepare reports</li> <li>Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.</li> <li>Assist EPC contractor line management and/or construction supervisors in accident investigation process and report accordingly</li> <li>Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives</li> <li>Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors</li> <li>Monitor the availability and use of safety apparel and equipment</li> <li>Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training</li> <li>Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls</li> <li>Ensure all lines of communication on HSE matters remain open and effective between all parties particularly KOC, KBR, EPC contractors and their sub-contractors</li> </ul> <p>Decarbonization – Energy transition – Sustainability<br> Belong. <p>We are seeking a knowledgeable and proactive Environmental Engineer to ensure that all marine construction, offshore, and infrastructure projects comply with environmental regulations and sustainability standards. The ideal candidate will be responsible for managing environmental impact assessments, monitoring programs, permitting, and providing technical guidance to project teams to minimize environmental risks. Key Responsibilities: • Develop, implement, and monitor Environmental Management Plans (EMP) and Construction Environmental Management Plans (CEMP) for marine and offshore projects • Conduct Environmental Impact Assessments (EIA) for project activities, identifying potential environmental impacts and developing mitigation measures • Ensure all project activities comply with local environmental laws, regulations (e.g., Ministry of Environment, EPA), and international standards (ISO 14001:2015) • Coordinate with regulatory authorities for environmental permits, licenses, and approvals including Consent to Operate (CTO) • Monitor and manage the impact of marine construction activities on ecosystems including coral reefs, mangroves, and marine fauna • Conduct water and sediment quality testing before, during, and after marine construction • Oversee waste management generated from marine construction projects including hazardous and non-hazardous waste • Participate in Environmental Risk Assessment workshops (ENVID) and maintain the Environmental Risk Register (ERR) • Review and endorse environmental studies including baseline surveys, modeling studies, and assessment reports • Provide technical environmental support across design, fabrication, construction, installation, and commissioning phases • Monitor contractor compliance with environmental requirements through audits, inspections, and performance reviews • Track and report environmental performance data including air emissions, water quality, waste management, and greenhouse gases • Develop and review key environmental plans including Waste Management Plans (WMP) and Oil Spill Response Plans • Liaise with clients, subcontractors, and regulatory bodies on environmental matters • Provide environmental training and awareness to project teams and contractors • Stay updated on environmental regulations and industry best practices</p><p>Qualifications & Experience: • Bachelor’s degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field • Minimum 5-8 years of experience in environmental engineering within marine construction, offshore, or oil & gas industries • Experience with offshore greenfield and brownfield projects is highly preferred • Strong knowledge of environmental regulations, permitting processes, and compliance requirements in the GCC region or relevant jurisdiction • Experience in Environmental Impact Assessment (EIA) across project lifecycles • Familiarity with ISO 14001:2015 environmental management standards • Proficiency in environmental monitoring and reporting tools • Valid offshore survival certificates (BOSIET/HUET) if required • Fluency in English; Arabic or Hindi/Urdu is a plus • Professional membership (e.g., IEMA, IAIA) is an advantage • Postgraduate degree in Environmental Engineering is preferred Required Skills: • Strong knowledge of environmental laws, regulations, and industry standards • Experience in environmental permitting and regulatory liaison • Understanding of marine and coastal ecosystems and environmental impact mitigation • Excellent analytical and problem-solving abilities • Strong communication and report writing skills • Ability to work independently and manage multiple priorities • Attention to detail for compliance and documentation • Team collboration with project, engineering, and HSE teams</p>
