The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in West Asia, provides policy and technical support to Member States in the region to ensure compliance with the Montreal Protocol and facilitate the phase out of ozone depleting substances. At its 96th meeting (May 2025), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase Out Management Plan (HPMP) Stage III for each of Kuwait and Iraq. UNEP, in collaboration with the respective National Ozone Units (NOUs) of Kuwait and Iraq, is implementing these projects, which aim to develop overarching strategies and detailed project documents to support each country in achieving their HCFC phase out obligations in line with the Montreal Protocol targets.
