Key Responsibilities: Maintenance Management: Develop, implement, and continuously improve preventive, predictive, and corrective electrical maintenance programs for land drilling rigs. Coordinate troubleshooting of complex electrical failures affecting drilling operations. Monitor rig electrical KPIs including equipment availability, MTBF, MTTR, and maintenance compliance. Conduct periodic inspections and audits of rig electrical systems. Standardize maintenance procedures across the drilling fleet. Equipments: Responsible for electrical maintenance of: SCR and AC/VFD drilling rigs, Rig power generation systems, Diesel generators, Motor Control Centers (MCC), Variable Frequency Drives (VFD), Silicon Controlled Rectifier (SCR) systems, Top Drive electrical systems, Drawworks electrical systems, Mud pump electrical systems, Rotary equipment, Air compressors, Lighting systems, Rig camp electrical distribution systems, High and low voltage distribution systems, UPS systems, PLC and control systems, Instrumentation interfaces, Emergency shutdown systems, Rig communication systems, Electrical protection systems. The DTE specialist will provide hands-on maintenance support and operational training on the repair of the Radar transmitter Battery Replaceable Units (BRU s). Systems are computer driven and training will consist of both electronic and mechanical repair for the units under test. Working under a Patriot Test Station Lead, this position will require hands-on operation, maintenance and sustainment of the PAT 243 and PAT 247 Patriot test stations in support of Patriot Configuration 3+ systems. This will include operating troubleshooting and sustaining the coolant oil processing unit and Radar coolant group to ensure oil flow and glycol resistivity requirements are met for system unit operation. This will also include sustaining and troubleshooting converters, inverters and electric circuit s assembly for the transmission system, by tracking signals and measuring voltage, current and resistance measurements to isolate problems to the component level on the Pat 247 test station. Functionally verifies the operational condition of the PAT 243, 244 and PAT 247 test stations to verify operational status. Demonstrates proper maintenance, sustainment, repair procedures and techniques. Participates in on-the job training programs. Experienced in reading and understanding engineering drawings, schematics, books, technical documents and PC software. Policy recommendations to strengthen regulatory enforcement, improve refrigerant management, and promote the adoption of ozone friendly and low GWP alternative technologies. Technical and policy inputs, including the facilitation and documentation of planned stakeholder consultation meetings in both countries. Guidance for proper data collection and verification, including templates, methodologies, and support for national counterparts. Technical interventions to support the transition to low GWP, energy efficient, and sustainable cooling solutions in priority sectors, particularly the RAC servicing sector. Implementation roadmaps and action plans, outlining timelines, responsibilities, cost estimates, and funding needs for each HPMP. Complete draft and final project documents for Kuwait and Iraq s HPMP Stage III, fully compliant with Multilateral Fund Secretariat requirements and ready for submission to the Executive Committee.</p><p>The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in West Asia, provides policy and technical support to Member States in the region to ensure compliance with the Montreal Protocol and facilitate the phase out of ozone depleting substances. At its 96th meeting (May 2025), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase Out Management Plan (HPMP) Stage III for each of Kuwait and Iraq. UNEP, in collaboration with the respective National Ozone Units (NOUs) of Kuwait and Iraq, is implementing these projects, which aim to develop overarching strategies and detailed project documents to support each country in achieving their HCFC phase out obligations in line with the Montreal Protocol targets. UNEP OzonAction CAP, as the implementing agency, will collaborate with the Governments of Kuwait and Iraq in the preparation of their respective HPMPs (Stage III). This will involve: Updating data on HCFC consumption in the servicing sector and the market profile of HCFC based equipment in both countries. Consulting with stakeholders (importers, distributors, end users, technicians, training institutions, and customs authorities) to explore alternative technologies and HCFC reduction measures relevant to Kuwait and Iraq. Developing the HPMP Stage III project documents for both Kuwait and Iraq with clear national roadmaps for HCFC phase out, policy recommendations, and required technical interventions.</p><p>To ensure the successful and timely execution of these tasks, UNEP seeks to engage a technical consultant with expertise in refrigerant management, Montreal Protocol implementation, and sustainable cooling solutions to assist in developing the HPMP Stage III project documents for both Kuwait and Iraq particularly with regard to suitable long term alternatives for air conditioning and refrigeration applications under high ambient temperature conditions, as well as the related policies needed to support continued HCFC phase out and compliance with Montreal Protocol obligations.</p><p>Under the direct supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will support the Governments of Kuwait and Iraq in developing their respective HPMP Stage III project documents.
