<p><span>The role in one line</span></p><br>
<p><span>We are hiring a deeply hands-on Tech Lead in Kuwait to act as the Group CTO's right arm on the ground for the One Cloud platform. This is not a manager who reviews work from a distance. This person writes code, owns architecture, sits with clients, and makes the call on what gets built first.</span></p><br>
<p><span>Why this hire matters</span></p><br>
<p><span>Our tech and product team is distributed across Pakistan, Egypt, and the UAE. One Cloud needs a senior technical anchor physically present in Kuwait, our primary client hub, who can translate between clients, the Group CTO, and the build team. The person carries real technical authority and can be trusted to run the technical agenda day to day.</span></p><br>
<p><span>Non-negotiable requirements</span></p><br>
<p><span>A candidate must meet all of the following to be shortlisted. If any one of these is missing, they are not the right fit.</span></p><br>
<ul>
<li><span>Hands-on, current:</span><span> Still writes code today. Not someone who stopped being technical five years ago. They should be comfortable in a codebase, reviewing pull requests, and debugging production issues themselves.</span></li>
<li><span>Hands-on architecture:</span><span> Has personally led the architecture of real systems, not just drawn diagrams. Has made the trade-off decisions and lived with the consequences.</span></li>
<li><span>Shipped big products:</span><span> Has launched at least one large-scale application in retail or fintech as the technical lead. We want someone who has shipped something big and seen it run at scale, not just contributed to it.</span></li>
<li><span>Agentic delivery (demo required):</span><span> Has delivered and shipped a large-scale product using an agentic development process, orchestrating multiple agents. This is core to how we build. A live demo of their agentic work will be required on the first call, so they must be able to show it, not just describe it.</span></li>
<li><span>Product and client exposure:</span><span> At some point in their career has done product management and has dealt directly with clients. They understand that engineering serves a business outcome, and they can hold a room.</span></li>
<li><span>Communication and prioritisation:</span><span> Can speak, negotiate, and prioritise. They can sit across from a client, push back when needed, and decide what the team builds next week versus next quarter.</span></li>
<li><span>Location and visa:</span><span> Based in Kuwait with a legally transferable visa. We need someone who can start without visa complications.</span></li>

<li><span>Technical delivery for One Cloud on the ground in Kuwait, working closely with the distributed team in Pakistan, Egypt, and the UAE.</span></li>

<p><b><span>Citi Country Officer & Banking Head (CCO) Kuwait- Director<br>(Kuwaiti nationals encouraged to apply)</span></b></p><br><br><br><p>Citi was amongst the first foreign banks to establish presence on the ground in Kuwait in 2006, with deep routed relationships with the state dating back to the 1950s. The business in Kuwait is an Institutional Clients Group (ICG) franchise supported by circa 35 employees in country. The business activity covers the Public Sector, Private Sector, and Financial institutions with well-developed client relationships.</p><br><br><br><p>The Citi franchise in Kuwait will be part of the newly formed Middle East and Pakistan Sub-Cluster. This new Sub-Cluster is positioned to cover a geography with significant wealth and appetite for investments locally and globally. The Kuwait CCO & BH, along with the rest of the Middle East and Pakistan Sub-Cluster CCOs, will report directly to Middle East and Pakistan Sub-Cluster Head. </p><br><br><br><p>The Citi Country Officer & Banking Head is the face of Citi in the country, playing the crucial role of leading and protecting the Citi franchise. In both leading the business and protecting the franchise, the CCO & BH must achieve collaboration and alignment across all stakeholders – effectively managing a large matrix team.</p><br><br><br><p><b><span>Responsibilities:</span></b></p><br><br><ul><li>Franchise Management in terms of developing and executing Citi’s overall client’s and business strategy to achieve both short and long- term goals in compliance with corporate standards and local regulations.</li><li>Ensuring compliance with all corporate policies, including ethical standards, corporate governance standards and business practice requirements.</li></ul><ul><li>Applying judgment in understanding issues and making sound decisions that support, confirm, and enhance Citi's mission and vision.</li></ul><ul><li>Identifying, assessing, mitigating, communicating, and anticipating all types of risks through the development and sustainability of appropriate control mechanisms.</li><li>Overseeing, and escalating as necessary, the resourcing requirements of the legal entity to perform its governance, risk management and compliance obligations and reporting material risks / issues affecting the legal entity to the appropriate governance committees.</li><li>Exhibit efficient and effective leadership that touches all parts of the franchise and provides a strong role model.</li><li>Ability to attain and maintain strong relationship management with clients, government officials, regulators, employees, and media that engender a high level of trust and transparency to support the development of Citi’s market position and growth.</li><li>In partnership with HR, executing Citi’s Talent agenda and overseeing franchise-wide Talent review and development activities.</li><li>Sponsor employee engagement across the franchise ensuring employees at all levels are engaged, productive and effective.</li><li>Leading Citi’s response to a franchise-wide event, e.g. crisis or disaster.</li><li>Protecting Citi’s reputation in the country.</li><li>Managing (directly or through matrix reporting, as appropriate) all businesses, product lines and functions based in country.</li><li>Managing the organization and corporate governance of country-based legal entities and their regulatory reporting.</li><li>Leading management and coordination of governmental and regulatory relationships.</li><li>Providing oversight for all critical country and other risk limits and for country scenario planning.</li><li>Ensuring compliance with all applicable requirements regarding financial inclusion.</li><li>Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.</li><li>Other job-related duties may be assigned as required.</li><li>Develop and monitor a client-driven franchise growth strategy which is delivered through people and franchise management.</li><li>Oversight of Citi’s Banking organization. The unified Banking & International organization oversees the local delivery of the full firm to clients in each of the markets where Citi has onshore presence.</li></ul><ul><li>Responsible for the Kuwait Banking P&L. The role will have responsibility for both flow and episodic revenue which requires strong leadership, risk skills, corporate finance mindset and partnerships to deliver best in class solutions.</li><li>Drive innovation and speed to market and promote cross-selling of products across the full platform.</li><li>Responsible for overall parent relationship management of clients and providing a wide range of treasury and corporate finance solutions, including cash management, trade, vendor finance, FX, general credit, loans, debt capital markets, share repurchase, and interest rate and equity derivatives.</li><li>Ensuring efficient use of Capital and that Capital returns (RORC and RoTCE) are delivered across the franchise.</li><li>Responsible for meeting revenue goals and other goals related to budget, risk management, and credit allocation in partnership with GCM and Risk.</li><li>Lead the Sustainability agenda and the digital transformation for clients with particular emphasis on digital natives and digital tools.</li></ul><br><br><p><b><u><span>Qualifications</span></u></b><b><span>:</span></b></p><br><br><ul><li>Have at least 15 years of experience, of which at least 12 years in banking, finance or economic affairs related to their competence in banking activities, with at least 7 years in key executive positions in those areas.</li><li>Strong Corporate Finance and Credit skills.
