Provides technical assistance and interpretation of drawings, recommending construction methods and equipment as required.</li> <li>Logs, references, distributes, and files all related correspondence, drawings, and documents.</li> <li>Plans, coordinates, and supervises on-site functions (scheduling, material control, and day-to-day direction of on-site administrative staff, when assigned).</li> <li>Ensures all project staff and subcontractors employed to execute engineering-construction tasks conform to applicable work rules and standard operating procedures for security, safety, environmental controls, hazardous materials and underground utilities.</li> <li>Visits construction sites and submits required construction reports to monitor progress against schedule and timelines.</li> <li>Cooperates with visiting government and department of defense personnel conducting official inspection visits and surveys and participates in their briefing or orientation.</li> <li>Provides leadership, mentoring, and professional development to assigned staff.</li> <li>Manages the work of teams to procure and construct work.</li> <li>Leads, manages and mentors the assigned technical and professional staff responsible for the facilities construction from contract development through construction completion.</li> <li>Attends meetings as required including design and construction reviews and construction kickoff meetings.</li> <li>Performs other qualified duties as assigned.</li> </ul> <h4>Knowledge & skills</h4> <ul> <li>Knowledge of cost controls, contractual and project management of international construction projects.</li> <li>Shall also be versed in the International Building Code, NFPA fire codes and the NEC in addition to general construction practices.</li> <li>Knowledge of construction materials, processes, techniques, and methods.</li> <li>Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations.</li> <li>Knowledge of Service Contract Act and Truth in Negotiations Act.</li> <li>Knowledge of international business management and International Traffic in Arms Regulations (ITAR) if required for contract.</li> <li>Knowledge and understanding of the Foreign Corrupt Practices Act (FCPA).</li> <li>Knowledge of accounting practices including disclosed accounting practices.</li> <li>Effective leadership and interpersonal skills.</li> <li>Requires a thorough knowledge of practices, standards, and regulations as they apply to the design and construction of the regional camps, forward operating bases, and major civil projects.</li> <li>Excellent communication and organizational skills are essential.</li> <li>Able to use project and construction management planning and reporting tools such as Microsoft Project and Primavera.</li> </ul> <h4>Experience & education</h4> <ul> <li>High school diploma or equivalent.</li> <li>Bachelor’s degree in engineering, construction technology, or construction management (preferred).</li> <li>Must be able to obtain and maintain a secret clearance; note US citizenship is required to obtain a secret clearance.</li> <li>Minimum seven years of construction field experience in all phases of civil and building construction or a two-year associate degree in construction management or related field and five years of field experience.</li> <li>Experience with mechanical projects (HVAC, plumbing) and electrical projects.</li> <li>Experience in civil and structural projects and hold an American Concrete Institute (ACI) concrete testing certification.</li> <li>Construction inspector shall also be versed in the International Building Code (IBC), NFPA fire codes, British Standard (BS) electrical code, and the National Electric Code (NEC) in addition to general construction practices.</li> <li>Must be able to read, interpret, and decipher all construction documents (schedules, specifications, blueprints, schematics, diagrams, and related documents); analyze procedures to identify deficiencies, review time and cost estimates, monitor project phasing and ensure adherence to approved safety standards, observe and inspect ongoing construction work, oversee construction record keeping activities, recommend payments to contractors, recommend change orders, review proposed change orders submitted by construction contractors, prepare and submit reports, and keep a daily log of all activities, weather conditions and work quantities.</li> <li>An Engineer in Training (EIT) or professional certification/project management certification is desired.</li> <li>Additional knowledge and skills may be required by contract or assignment.</li> </ul> <h4>Physical requirements/working environment</h4> <ul> <li>Works in a normal office environment with controlled temperature and lighting conditions.</li> <li>May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.</li> </ul> <h4>Other responsibilities</h4> <p><strong>Safety</strong> - The company enforces a safety culture whereby all employees have the responsibility for continuously developing and maintaining a safe work environment.
