<p>Duties and Responsibilities</p><p>Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is part of four projects in Kuwait, each with its respective objective. These projects will be implemented by UNEP’s Regional Office for West Asia in close coordination and collaboration with the Kuwait Environment Public Authority (KEPA), 1- National Environmental Strategy and Action Plan. 2- National Strategic Plan to Combat Desertification. 3- Waste Management Monitoring System and KPIs. 4- National Environment Data Management Strategy and Plan.&nbsp; 1-National Environmental Strategy and Action Plan (NESAP) project aims to develop a comprehensive strategy for Kuwait, addressing key environmental challenges and aligning with Kuwait’s Vision 2040 and global sustainability targets. It involves creating a strategy based on the environmental opportunities and challenges outlined in the State of the Environment Report (SOER), engaging stakeholders to contribute to the framework, and establishing clear, measurable goals and priorities. 2-National Strategic Plan to Combat Desertification project aims to develop a comprehensive plan to address desertification, land degradation, and drought in Kuwait, in alignment with the UNCCD 2018–2030 strategic framework. The project involves assessing the status of land degradation in Kuwait, setting clear and measurable strategic objectives tailored to national circumstances, and creating a detailed national plan to combat desertification. Stakeholder consultations will be conducted to ensure a collaborative approach and to finalize the strategic plan. 3-Waste Management Monitoring System and KPIs Project aims to contribute to the Kuwait Environment Public Authority (KEPA) of Kuwait in developing a monitoring framework and digital dashboard to track and assess the progress of the Kuwait National Waste Management Strategy 2040 (KNWMS2040) towards achieving sustainable waste management goals. Key achievements include creating a comprehensive monitoring framework, developing a user-friendly digital dashboard for real-time insights, engaging stakeholders in the framework and dashboard development, integrating data with existing platforms like EMISK for continuous reporting, and providing training to ensure operational efficiency. 4-National Environment Data Management Strategy and Plan Project aims to develop and implement a comprehensive national plan for environmental data management in Kuwait. This project focuses on ensuring systematic and periodic sharing of data across government entities, enhancing transparency, and supporting informed decision-making based on accurate and reliable environmental data. Key achievements include creating a robust infrastructure for environmental data management, ensuring transparency and sustainability in data exchange, and developing technical capabilities to monitor environmental performance. The UNEP Regional Office for West Asia would like to recruit a well-qualified consultant to coordinate the implementation of the projects outlined above. The consultant will provide technical drafting, review and quality assurance of national strategies and project outputs related to environmental governance, legal and institutional frameworks, and Multilateral Environmental Agreements (MEAs), ensuring their technical quality, legal feasibility, institutional coherence, and alignment with Kuwait’s national commitments and frameworks. This consultant will report to the Regional Coordinator in charge of managing the projects.&nbsp; 2.Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer, at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed above: 1.Development and Review of Governance, and Legal and Institutional Frameworks and Multilateral Environmental Agreements (MEAs) •In coordination with the Project Management Unit, prepare, review and finalize governance, institutional and legal chapters and related technical content for the national strategies, action plans and other project outputs developed under the four projects, as required. •Develop and refine governance architectures, institutional arrangements, implementation mechanisms, coordination structures and implementation responsibilities to Collaborate effective implementation of project outputs. •Cooperate to the development and finalization of English and Arabic versions of project outputs, ensuring consistency of technical content, terminology, and messaging across both languages.&nbsp;</p><p><strong>Desired Candidate Profile</strong></p><p>Qualifications/special skills</p><p>Advanced degree (master’s or higher) in environmental law, environmental governance, public policy, international environmental law, sustainable development, or another closely related field. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. PHD degree is also desirable A minimum of 5 years of progressively responsible professional experience in environmental governance, environmental law, institutional development, public policy, or implementation of Multilateral Environmental Agreements (MEAs) is required Demonstrated experience in the preparation, drafting and/or technical review of national environmental strategies, action plans, legal or policy frameworks is required Proven experience working with environmental governance frameworks, institutional arrangements, and legal and regulatory systems related to environmental management is required Experience supporting implementation of, or reporting under, Multilateral Environmental Agreements, including familiarity with relevant international environmental governance processes is required Knowledge of the environmental work in the West Asia region is desirable. Excellent communication and stakeholder management skills is required. Ability to work independently is required.</p>

<p>Org. Setting and Reporting The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDG's. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda and embodies the UN 2.0 shift- anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. Noting that strategic partnership entails nonmonetary partnership and can be used to strengthen joint initiatives/advocacy with external partners towards a common goal, including that of advancing SDGs, the Partnerships Officer provides advice and support to the Resident Coordinator and the UNCT strategic partnerships for SDG achievement. The position is located in the United Nations Resident Coordination Office (RCO) in Kuwait City, Kuwait under the direct supervision of the Head of the Resident Coordinator Office.</p><p>Responsibilities</p><p>Within delegated authority, the Partnerships Officer will be responsible of the following duties:</p><ol><li>ASSISTS WITH THE PROVISION OF SUBSTANTIVE SUPPORT FOR STRATEGIC PLANNING FOR AND COORDINATIN OF UNCT STRATEGIC PARTNERSHIPS WITH CIVIL SOCIETY, THE PRIVATE SECTOR AND OTHER SDG ACHIEVEMENT: Provides advice on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework; Supports a UNCT working group or similar platform for the effective implementation, monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments; Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define a value proposition for local UN partnerships that can engage a wide range of stakeholders, including the private sector, civil society and other non-traditional partners; Serves as one of the key entry points for external stakeholders seeking guidance and support in navigating opportunities to partner with the UNCT; Builds strong interface with critical Development partners, Government, private sector, civil society and other non-traditional partners; Provides substantive support to the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant; Provides inputs on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures; Provides substantive support to RC/UNCT to develop and implement locally tailored partnerships; Serves as liaison to Global Compact Local Networks (in countries where such Networks are established), assisting the Resident Coordinator in advising the Local Network Board and strengthening local UN engagement with the private sector; in countries without an established Local Network, working with UN Global Compact regional hubs to promote the UN Global Compact Ten Principles and business support for the SDGs.</li><li>PARTICIPATES IN JOINT PARTNERSHIP AND RESOURCE MOBILIZATION INITIATIVES AND SUPPORTS MANAGEMENT OF POOLED FUND FOR THE UN SUSTAINABLE DEVELOPMENT COOPERATION FRAMEWORK: Provides substantive support to RC/UNCT to develop and implement locally tailored resource mobilization strategies and initiatives for Cooperation Framework priorities, and identify appropriate data and benchmarks to measure progress and success; Monitors and analyzes existing resource mobilization partnerships and relationships, including traditional and non-traditional partners and development partners, donors (including high net-worth individuals, private sector, innovative funds) to be explored for direct funding to the UN; Supports the UNCT with analysis of funding streams from internal and external sources, enabling their timely and coordinated engagement around preparation of proposals; Supports the UNCT in preparation of the Funding Framework of the UN Sustainable Development Cooperation Framework; Provides support to the design joint programmes for use in joint resource mobilization and coordination during the implementation of joint programmes as needed; Advises RC/UNCT and external partners on offers from specialized UN entities for the UN Sustainable Development Cooperation Framework and ensuring the development of a youth partnership strategy to support the SG priorities on youths, disability inclusion, gender and other thematic issues; Advises the RC/UNCT on corporate policies relating to effective management of resources, including through the establishment and use of pooled funds; Assists in the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant).</li><li><br></li></ol><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area, is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.</li><li>Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.</li><li>A minimum of five (5) years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of development cooperation or related area is required.</li><li>Experience in designing and implementing partnerships is required.</li><li>Experience in preparing project /programme proposals is required.</li><li>Experience of developing strategic partnerships across government, private sector and civil society organizations is required.</li><li>Experience of resources mobilization strategies is required.</li><li>Experience of inclusion strategies that promote Gender equality, youth participation and inclusion of persons with disability is desirable.</li><li>Experience in promoting knowledge management in the context of development cooperation is desirable.</li><li>Experience in UN interagency coordination is desirable.</li><li>Experience in supporting financing of SDGs is desirable.</li><li>Work experience of two (2) years or more in data analytics or a related area is desirable.</li><li>English and Arabic are required.</li></ul>
