سيقوم مهندس السلامة والصحة والبيئة الأول بتنسيق تنفيذ سياسات السلامة والصحة والبيئة لمشروع إدارة PSC لشركة KOC ونظام إدارة السلامة والصحة والبيئة وخطط إدارة السلامة والصحة والبيئة الخاصة بالمشروع كما تنطبق على المشروع.
سيضمن امتثال الموقع للتشريعات ذات الصلة بالسلامة والصحة والبيئة والمتطلبات البيئية لـ KOC.
سيطور وينفذ نظام إدارة السلامة والصحة والبيئة للمشروع.
سيطور ويحافظ على البيانات الإحصائية للمشروع ويعد التقارير حسب الحاجة لمدير HSEQ في KBR-KOC PSC.
المؤهلات الإلزامية بما في ذلك التعليم والخبرة والمهارات المطلوبة:
- درجة البكالوريوس في الهندسة
- خبرة إجمالية لا تقل عن 12 سنة بعد التخرّج
- خبرة بعد التخرج في مجال النفط والغاز لا تقل عن 8 سنوات
- لا تقل عن 5 سنوات خبرة في دور مهندس سلامة وأمن صحي ميكانيكي أول
- خبرة عملية في تصميم وبناء وتشغيل وصيانة مرافق النفط/الغاز
- خبرة عملية مع أنظمة إدارة السلامة والصحة والبيئة، والتقارير والإجراءات التدقيقية
- مهارات كتابة وتنسيق وتواصل شفهي ممتازة
- القدرة على تطوير وتحديث والحفاظ على الإجراءات الداخلية
- يجب أن يكون ملمًا بالمعايير والأنظمة المحلية والدولية للسلامة
- يجب أن يحمل شهادتين أو أكثر في السلامة والصحة المهنية (دورات معتمدة) مثل السلامة الصناعية العامة، سلامة الإنشاءات، الإدارة البيئية، الوقاية من الأمراض المهنية، Lead Auditor ISO 14001 / OHSAS 18001، NEBOSH، ICertOSH، ASSE شهادة في إدارة السلامة العالمية أو ما يعادلها من الدورات
المسؤوليات:
- رصد نظام إدارة السلامة والصحة والبيئة للمقاول EPC وتقديم المشورة والمساعدة لمديري السلامة والصحة والبيئة EPC لضمان الامتثال بشكل متسق لتقليل المخاطر على موظفي المشروع والبيئة
- ضمان أن المقاولين EPC يطورون وينفذون ويحافظون على خطة إدارة المخاطر للمشروع المحددة
- ضمان تطوير وتنفيذ إجراءات اختيار مقاولين فرعيين EPC في عمليات مناقصة فنية/الاقتراع وفق توقعات KOC
- تقديم المشورة والإرشاد لفريق إدارة EPC حول قضايا HSE من خلال تفسير سياسات KOC والمتطلبات التنظيمية
- ضمان تأسيس المقاولين EPC والحفاظ على بيانات إحصائية تخص جميع مسائل الصحة والسلامة، وبرامج التدريب التي تشكل أساسًا لتطوير أنشطة الصحة والسلامة لاحقًا، ولإبراز الاتجاهات للإجراءات المستقبلية
- مراقبة الامتثال لجميع المتطلبات التشريعية الكويتية بما في ذلك نشر المعلومات إلى مديري PMC و EPC والموظفين فيما يتعلق بالتعديلات/الإضافات على المتطلبات حين تصبح سارية
- مراجعة نظام إدارة السلامة للمقاول EPC وتقديم المشورة بالالتزامات التغييرية المطلوبة

الأنشطة الرئيسية الأخرى تشمل، وليس حصرًا، ما يلي:
- زيارة الموقع بشكل استباقي مع المقاول EPC لتنفيذ تدابير السلامة - تعزيز/ضمان ممارسات العمل الآمن
- ضمان تنفيذ برنامج رصد السلامة وجودتها في كل موقع/مشروع والمتابعة بشأن النتائج
- مساعدة موظفي إدارة البناء لدى المقاول EPC في تحديد المخاطر والتخطيط وتنظيم العمل بما يحافظ على بيئة عمل آمنة
- مساعدة مستشاري السلامة المقاولين من الباطن وإدارة الموقع في تطوير ومراجعة برامج سلامة الموقع المحددة
- الحفاظ على برنامج تدقيق HS&E وتقييمه للموقع
- إجراء فحوصات منتظمة لمناطق العمل مع مدير خط المقاول EPC المعني و/أو ممثل HSE وإعداد التقارير
- نشر معلومات السلامة في مكان العمل عبر لوحات الإعلانات، الملصقات، النشرات الإخبارية، إلخ
- مساعدة إدارة خط المقاول EPC ومشرفي البناء في عملية التحقيق في الحوادث وتقديم التقارير وفقًا لذلك
- تطوير وتنفيذ مبادرات السلامة باستمرار للتحسين، وتحقيق والحفاظ على أداء السلامة والأهداف المحددة
- ضمان إجراء تعريفات السلامة والصحة المهنية وفقًا لمتطلبات نظام السلامة للمقاول EPC لجميع الموظفين الجدد في الشركة ومقاوليها من الباطن
- مراقبة توافر واستخدام ملابس ومعدات السلامة
- تقديم المشورة لإشراف المقاول EPC حول تطوير إجراءات المشروع المحددة وتدريب تحليل سلامة العمل (JSA)
- نصح موظفي الإشراف والمقاولون الفرعيون في تطبيق استراتيجيات لتحديد والسيطرة على المخاطر المحتملة واستخدام هرمية الضوابط

Project
KBR’s Sustainable Technology Solutions (STS) group is looking for a Lead HSE Engineer to support HSE function on PMC Project with Kuwait Oil Company in Kuwait.
Summary section
The Lead HSE engineer will coordinate implementation of the KOC PMC Safety policies, HSE Management System and project specific HSE Management Plans as they apply to the project.
He will ensure that the site complies with the relevant HSE legislation and KOC HSE requirements.
He will develop and implement the project HSE MS.
He will develop and maintain statistical data for the project and prepare reports as required for the KBR KOC PMC HSEQ Manager.
Mandatory qualifications including required education, experience, & skills:
- Bachelor degree in engineering
- Minimum 12 years total post-graduation experience
- Minimum 8 years oil & gas post-graduation experience
- Minimum 5 years’ experience in a Lead HSE Engineer role
- Practical experience of design, construction, commissioning and maintenance aspects of oil/gas installations
- Practical experience with HSE management systems, reporting and audit procedures
- Excellent written coordination and verbal communication skills
- Ability to develop, update and maintain in-house procedures
- Must be conversant with local and international safety standards and norms
- Must possess two or more HSE certifications (certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ICertOSH, ASSE Certificate in Global Safety Management or equivalent courses
Responsibilities:
- Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment
- Ensure the EPC contractors develop, implement and maintain a specific project Risk Management Plan
- Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations
- Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements
- Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action
- Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/additions to requirements as they come into effect
- Review EPC contractor Safety Management System and advise of required changes
- Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR
- Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken
Other key activities shall include but not be limited to the following:
- Pro-actively visit site and with the EPC contractor implement safety measures - promote/ensure safe work practices
- Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings
- Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained
- Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes
- Maintain a HS&E audit and assessment program for the location
- Carry out regular inspections of the work areas with the respective EPC contractor line manager and/or HSE representative and prepare reports
- Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.
- Assist EPC contractor line management and/or construction supervisors in accident investigation process and report accordingly
- Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives
- Ensure HSE safety inductions are undertaken in accordance with the EPC contractor SMS requirements for all new employees of the company and its subcontractors
- Monitor the availability and use of safety apparel and equipment
- Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training
- Advise subcontractor supervisory staff and employees in the implementation of strategies to identify and control potential hazards and in the use of the hierarchy of controls
- Ensure all lines of communication on HSE matters remain open and effective between all parties particularly KOC, KBR, EPC contractors and their sub-contractors
