Key Roles and Responsibilities:
1. Contract Preparation and Administration.
- Draft, review, and finalize tender documents, contracts, and service agreements in line with WJO standards and procedures.
- Prepare detailed Scope of Work (SOW), technical specifications, and evaluation criteria in coordination with user departments.
- Ensure all contract documents are clear, complete, and compliant with company and joint operating agreements.
- Administer post-award contract management including variations, amendments, and change orders.
2. Tendering and Procurement Process.
- Initiate and manage the Invitation to Tender (ITT) process for service, engineering, and construction contracts.
- Coordinate with user departments, legal, and finance to ensure tender documentation accuracy and completeness.
- Conduct pre-bid meetings, respond to bidder clarifications, and facilitate technical and commercial evaluations.
- Prepare bid tabulations and evaluation reports for management approval.
3. Contract Negotiation and Award.
·      Lead or assist in commercial and contractual negotiations with bidders.
·      Ensure that contract terms mitigate risk and align with WJO’s commercial interests.
·      Prepare award recommendations and obtain necessary internal approvals.
4. Post-Award Management.
- Monitor contractor performance and compliance with contractual obligations (schedule, safety, quality, cost).
- Manage change orders, claims, and disputes in coordination with Legal and relevant stakeholders.
- Review and certify contractor invoices and progress payments based on contractual terms.
- Maintain contract records, correspondences, and documentation for audit and reporting purposes.
5. Compliance, Risk, and Governance.
- Ensure compliance with WJO contracting procedures, HSE requirements, and Joint Operating Agreement.
- Identify potential contractual risks and propose mitigation strategies.
- Support internal and external audits related to contracting activities.
6. Coordination and Support.
- Liaise with user departments (Engineering, Operations, Maintenance, Projects, and Finance) to understand contract needs and priorities.
- Provide contract interpretation and guidance to project and field teams.
- Participate in regular contract review meetings and performance evaluations with contractors.
7. Reporting and Continuous Improvement.
- Maintain contract status reports, highlighting key milestones, pending actions, and financial exposure.
- Contribute to the development of contracting strategies and best practices to enhance operational efficiency.
- Support digital transformation and automation of contracting processes where applicable.
Skills
- Proficiency in SAP / ERP systems and MS Office tools.
- Excellent communication, negotiation, and analytical skills.
- Minimum 10-15 years experience in contract engineering or contract administration.
