Job Purpose

The Site QA/QC Manager is responsible for leading and overseeing the entire Quality Assurance and Quality Control function on major Oil & Gas and Petrochemical EPC projects. The role ensures that all construction, fabrication, installation, and pre-commissioning activities fully comply with project specifications, contractual requirements, international codes & standards, and the Company’s Quality Management System (ISO 9001). The incumbent will lead a team of QA/QC engineers and inspectors, drive continuous quality improvement, minimize non-conformances, and support timely mechanical completion and system handover.


Key Responsibilities



Strategic & Management

  • Develop, implement, and maintain the Project Quality Plan (PQP), Inspection & Test Plans (ITP), and all QA/QC procedures in line with ISO 9001:2015 and project requirements.
  • Lead and manage a team of QA/QC Engineers, Inspectors, and Technicians; provide guidance, training, and performance evaluation.
  • Conduct internal and external quality audits; ensure timely closure of findings and implementation of corrective/preventive actions.
  • Interface with Client (KOC/KNPC/KIPIC), PMC, Third-Party Inspectors, and Subcontractors on all quality-related matters.
  • Represent the QA/QC department in project management meetings, design reviews, and technical meetings.

Quality Control & Inspection

  • Ensure full compliance with international codes and standards (ASME Section I, II, V, VIII, IX; ASME B31.3, B31.4, B31.8; API 1104, API 598, API 650, etc.) and client specifications.
  • Oversee material receiving inspection, traceability, storage, and preservation.
  • Supervise welding activities including WPS/PQR qualification, welder qualification, and welding process control.
  • Coordinate and witness all NDT activities (RT, UT, MPT, PT, etc.) and review NDT reports and Radiographic films.
  • Manage coating/painting, GRE/RTRP, and insulation inspection activities.
  • Witness hydrostatic, pneumatic, and other pressure testing; review and approve test packages.
  • Lead mechanical completion walk-downs, punch list management, and system handover dossiers preparation.

Documentation & Reporting

  • Review and approve all QA/QC documentation including Method Statements, Inspection Records, Material Test Certificates (MTCs), and Final Dossiers/MRB.
  • Prepare and submit weekly/monthly QA/QC reports, KPIs, and lessons learned.
  • Ensure proper control and archiving of quality records for project close-out.

Continuous Improvement

  • Identify quality risks and implement mitigation measures.
  • Drive root cause analysis for NCRs and ensure effective corrective actions.
  • Promote quality awareness and conduct training for project personnel and subcontractors.


Skills

Qualifications & Experience

Education

  • Bachelor’s Degree in Mechanical Engineering (or relevant Engineering discipline) from a recognized university.

Certifications (Mandatory)

  • Demonstrated knowledge and training in ISO 9001:2015 (Lead Auditor certification preferred).
  • CSWIP 3.1 / BGAS-CSWIP or equivalent Welding/Painting Inspector certification.
  • ASNT Level II (RT, UT, MPT, PT) or equivalent.
  • Valid KOC / KNPC / KIPIC approval as QA/QC Engineer (highly preferred).

Experience

  • Minimum 10 years of relevant experience in the Oil & Gas or Petrochemical industry.
  • Minimum 6 years of direct site construction inspection experience in piping, pipeline, welding, structural, equipment erection, and mechanical completion.
  • Proven experience as Lead QA/QC Engineer or QA/QC Manager on major EPC projects is strongly preferred.
  • Extensive experience with KOC, KNPC, or KIPIC projects in Kuwait is a definite advantage.

Technical Knowledge

  • Thorough knowledge of international codes & standards (ASME, API, ASTM, NACE, AWS, etc.).
  • Strong background in piping, pipelines, pressure vessels, rotating & static equipment, coating, NDT, and hydro-testing.
