Job Summary

The HR Specialist will be responsible for executing key HR functions, including recruitment and selection, facilitating learning and development initiatives, and contributing to other HR projects.

The role requires ensuring compliance with organizational policies and fostering a culture of excellence within the HR function.

Description

  • Execute the Kuwaitization program Recruitment (Attending job fairs, collecting CV’s, interviewing, screening and arranging interviews with department heads).
  • In Charge of all overseas Recruitment and mobilization.
  • Provide management with Weekly trackers and reports
  • Implement and enforce KDD Recruitment policy and procedure.
  • Ensure all JD’s and documentation related to the policy are updated and validated.
  • Liaise with the budget team to update the annual manpower budgets.
  • Validate Department Manpower requirements in line with approved budgets
  • Implement advance search methodology for high end CVs
  • Manage recruitment agreements sign offs and renewals in line with KDD guidelines.
  • Update and consolidate all procurement documentation relevant to vendors in both recruitment and training industries
  • Prepare and release open vacancies Ad contents across online portals, Newspapers and other media channels.
  • Conduct Exit interviews and build dashboard explaining reasons behind employees' voluntary resignations.
  • Proficiency in using HRMS (preferably Oracle modules) or any other ERP system.
  • Update Budget Report against closed vacancies and share with management available budget for open vacancies.
  • Upscale to meet all recruitment breakthroughs and recent trends that will help the organization save cost and time on recruitment operations.
  • Identify training needs, implement trade specific training programs within approved budgets, document and share with top management all updated training trackers.
  • Update direct manager on the latest trends and suggest improvements.
  • Participate in salary market surveys.
  • Supervise contractors on site workers and their required documentation.
  • Follow up on HR / Personnel related NOC issues and step forward to solve related matters.
  • Execute any management directives within scope of experience and when required.
  • Comply with Health, Safety and Environment regulations and working practices of KDD and the State of Kuwait when carrying out above duties.

Requirements

  • Education: Bachelor’s degree in human resources or a related field.
  • Experience: 3 to 5 years of relevant experience.
  • Language Skills: Bilingual proficiency in English and Arabic (both languages are mandatory).
  • Certification: HR certification (e.g., SHRM, CIPD, or equivalent) is required.
  • Recruitment Skills: Proven experience in managing and executing recruitment activities effectively.
  • Work Environment: Experience working in large companies, ideally within an international or multicultural environment.
  • Cultural Awareness: A deep understanding of and sensitivity to local cultures & practices is highly desirable.
