Overview

Will issue Purchase Orders (POs) and administer Subcontracts for various Vectrus Programs within the Middle East region (may include other regions on an as needed basis) which may involve both foreign and domestic subcontractors. Execute and administer various types of Subcontracts and POs through close-out, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements. Work on complex subcontract matters in both domestic and contingency locations and provides leadership with contractual guidance while exercising sound ethical and professional judgment within a broadly defined best practice and written policy structure. Responsible for protecting the legal and financial interest of Vectrus during all discussions and interactions with customers and suppliers. Drafts RFPs, develops source selection criteria, analyzes cost/price data to determine price reasonableness, leads negotiation efforts with subcontractors, and reviews and interprets clauses, formal amendments, agreements and legal documents. This position also provides support for regional strategic commodities and will lead commercial negotiations with suppliers. Will lead teams to develop the Supply Chain and Sourcing Strategies for commodities. Responsible for executing the aforementioned sourcing strategies, including effective assessment and evaluation of potential new suppliers, supplier selection, contract and cost negotiations, as well as ongoing supplier management. Supports all internal and external customers and audits. Operates under the functional guidance of the Supply Chain organization and Corporate Purchasing Manual, while coordinating closely with other functional departments.

Responsibilities

  • Performs a full range of subcontract activities associated with the administration of subcontracts
  • Qualifies suppliers, issues RFP’s, evaluates proposals, documents cost and/or price analysis, executes subcontracts incorporating clauses, T&Cs, technical specifications, SOWs and other reps and certs, and maintains audit-ready files IAW FAR.
  • Monitors subcontractor performance to ensure that all contract terms and conditions are met while adhering to cost/schedule and mission requirements; Works with Accounts Payable as required resolving issues on suppliers’ invoices.
  • Documents subcontractor performance using the Vectrus Subcontract Past Performance Rating System – SPPRS; Responsible for all documentation associated with a purchase as required by government and company policies.
  • Uses judgment to interpret internal and external issues and develop best practices
  • Makes recommendations to management on subcontract issues, and execution of subcontract documents.
  • Drives innovation in acquisition strategy for responsible programs/subcontracts.
  • Owns the subcontract content for responsible programs
  • Assists in coordination with other functional areas on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.
  • Awards subcontracts, authorizes funding, reviews and validates subcontractor invoices for payment monitor’s balance
  • Develop regional commodity strategies for commodities (competitive landscape, SWOT, pricing trends, technology roadmap, supplier risk analysis, cost analysis, sourcing models, etc.)
  • Develop/forecast cost savings plan for given commodities & suppliers; Execute plan & drive quarterly & annual cost savings to meet/exceed plan
  • Perform commercial supplier negotiations, competitive price reviews, and creating or updating contracts (MSA’s, BPA’s).
  • Establish and foster positive, strategic working level and executive relationships with key commodity suppliers.
  • Demonstrate leadership and vision in determining and driving strategy decisions within team and cross-functionally.
  • Uses specialized knowledge to solve complex and unique problems.
  • Provides subcontract support to the Business Development/Capture Team
  • Performs other duties assigned.

Qualifications

  • Minimum Qualifications
  • Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
  • University Degree preferred and 4+ years professional experience relating to subcontracting, purchasing, contract management, business/finance, and/or sales.
  • Must possess current United States residency status.
  • Experience:
  • Minimum of four years’ experience working active, highly complex, and mixed subcontracts types in the Middle East, preferably involving direct, frequent communication with Programs and Subcontractors. Shall have a thorough working knowledge of the Federal Acquisition Regulations, (FAR), DoD FAR Supplement, and other departmental supplements as applicable, as well as proven ability to influence internal stakeholders and work collaboratively. Sales and data analytics experience a plus..
  • Skills:
  • Good problem solving, negotiation and organizational skills, strong communicator, possesses analytical and interpersonal skills
  • Functionally skilled in Microsoft Office products including, but not limited to Word, Excel, Outlook and SharePoint.
  • Excellent communication skills both verbal and written with the ability to listen and deal with conflicting opinions.
  • Excellent presentation skills with experience reporting/presenting to different teams and to executive management.
  • Strong business acumen, detail-oriented, experience managing complex cost models and quotation analysis.
  • Strong analysis, project management, and reporting capabilities
  • Ability to think innovatively and creatively to solve problems and drive improvements
  • Strong negotiations skills and contract experience (i.e. Master Supply Agreements, Business Contracts, etc.) with proven track record of successful negotiations with global suppliers
  • Self-starter; Ability to work proactively alone as well as collaboratively within a team environment of cross-functional peers to define sourcing strategies, commodity roadmaps, solve problems, drive transformation & improvements, and support critical deadlines.
  • Proven ability to effectively influence/lead change and execute to plan.

  • Fluent in English and other languages are a plus.
