QHSE Engineer

United Projects for Aviation Services Co. (UPAC) is seeking a dynamic QHSE Engineer for its new Messila Beach Project . The ideal candidate for this position should have extensive experience in Quality, Health, Safety, and Environment (QHSE) management systems with proven experience within an entertainment/hotel/resort facility. The candidate will be responsible for developing, implementing, and maintaining QHSE policies and procedures to ensure a safe and healthy environment for guests and employees. They will conduct regular audits, training sessions, and inspections to ensure compliance with all relevant regulations and standards. Additionally, the candidate must possess strong analytical and problem-solving skills to effectively manage risks and improve operational efficiency.


This role is pivotal in ensuring compliance with regulatory requirements, promoting a culture of safety, and maintaining high-quality standards. The QHSE Engineer shall develop and execute the health and safety plans following the HSE Management System ISO 45001, ISO Quality Management System 9001, and 14001 Environmental Management System. 


Duties and Responsibilities

Health and Safety Management:

  • Develop and implement comprehensive health and safety policies, procedures, and protocols specific to the entertainment facility and its water activities according to the Kuwait operating and safety standards, HSE Management system ISO 45001, Environment Management System 14001 and Quality Management System 9001.
  • Regularly review and update QHSE policies to reflect changes in regulations, industry best practices, and operational needs.
  • Conduct risk assessments to identify potential hazards and implement appropriate control measures.
  • Oversee the implementation of safety protocols, including emergency response plans, fire safety procedures, and personal protective equipment (PPE) requirements.
  • Investigate accidents, incidents, and near-misses to determine root causes and recommend corrective actions.
  • Personally inspect properties, equipment and machinery to observe possible unsafe conditions regularly to ensure all repair work is being done properly, safely, and in a timely manner.

Environmental Management:

  • Develop and implement environmental management plans to minimize the resort's impact on the environment.
  • Monitor and manage waste disposal, water usage, and energy consumption to ensure sustainability.
  • Ensure compliance with environmental regulations and promote eco-friendly practices among staff and guests.

Quality Management:

  • Establish quality control processes to ensure the highest standards of service and facility maintenance.
  • Conduct regular audits and inspections to ensure compliance with quality standards and identify areas for improvement.
  • Develop and implement continuous improvement initiatives to enhance guest satisfaction and operational efficiency.
  • Maintain accurate records, documentation, and reporting related to QHSE activities, ensuring compliance with record-keeping requirements and facilitating audits.

Training and Development:

  • Develop and deliver QHSE training programs for employees to ensure they are knowledgeable about safety procedures and best practices.
  • Conduct regular training sessions and drills to prepare staff for emergency situations.
  • Monitor and evaluate the effectiveness of training programs and make necessary adjustments.
  • Foster a culture of continuous improvement by actively engaging staff in QHSE initiatives and encouraging feedback and suggestions for enhancement.

Compliance and Reporting:

  • Ensure compliance with all local, national, and international QHSE regulations and standards.
  • Prepare and submit required reports to regulatory authorities and management.
  • Maintain accurate records of all QHSE activities, including audits, inspections, training sessions, and incident investigations.
  • Conduct monthly audits for tools and equipment inventory.

Stakeholder Engagement:

  • Collaborate with other departments to promote a culture of safety and quality throughout the resort.
  • Communicate QHSE policies and procedures to staff, guests, and contractors.
  • Engage with external stakeholders, including regulatory authorities and industry organizations, to stay informed about QHSE trends and developments.

Skills

  • Bachelor’s degree in Mechanical/Electrical engineering or any related field.
  • Professional certifications in QHSE (e.g., NEBOSH, IOSH, ISO 9001, ISO 14001, OHSAS 18001) are highly desirable.
  • Valid qualification in Auditor / Lead Auditor in OHSMS, QMS or EMS.
  • Valid registration in the Kuwait Society of Engineers.
  • Minimum of 5 – 7 years of proven experience as QHSE Engineer.
  • Experience in QHSE management, preferably in an entertainment or resort facility
  • Proficient in using QHSE management software and tools.
  • Ability to conduct risk assessments and develop effective control measures.
  • Previous working experience in Kuwait. 
  • Excellent communication skills, both verbal and written in English.
  • Ability to communicate and understand Arabic.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • High attention to detail and a commitment to quality and safety.
  • Ability to work independently and as part of a team.
  • This position requires regularly standing and reaching with hands and arms; occasionally stooping, kneeling, or crawling.
  • The role involves working in various environments, including outdoors and mechanical rooms.
  • Flexibility to work shifts, including evenings, weekends, and holidays.
