United Projects for Aviation Services Co. (UPAC) is seeking a dynamic highly qualified Project Manager for its new Messila Beach Project. The ideal candidate will oversee the development, execution, and management of the beach project. This role involves managing all phases of the project from conception to completion and operations, ensuring that all various components of the project including various outsourced services and activities are delivered on time, within the target budget, and to the highest quality standards.

The ideal candidate should have extensive experience in similar projects and in working with various contractors, vendors, consultants, engineers, and technicians in order to provide the most cost-effective plan to operate the project in the most efficient and cost-effective manner. 

Project Planning and Development:

• Develop and implement a comprehensive project plan, including timelines, budgets, and resource allocation.
• Coordinate with architects, engineers, designers, and contractors to ensure project requirements and bid specifications are met.
• Ensure all necessary permits, licenses, and regulatory approvals are obtained and maintained.
• Establish project objectives and deliverables in line with contract and stakeholder expectations.

Resource Management:

• Draft a comprehensive Request for Proposal (RFP) documents, ensuring that they align with project requirements and company standards. This includes managing the entire RFP process from the initial draft through to the final selection, coordinating with internal teams and stakeholders to gather necessary information, and ensuring timely and accurate responses from potential vendors.
• Coordinate with internal resources, third parties, and vendors to ensure that the project is executed flawlessly.
• Allocate and manage resources effectively and efficiently to meet project milestones.
• Oversee procurement processes, ensuring materials and equipment are sourced according to project specifications and budget constraints.
• Manage vendor and supplier relationships, negotiating contracts and ensuring timely delivery of goods and services.

Team Leadership:

• Assist the team in preparing contracts and documents in accordance with bid requirements.
• Hire the required engineers, technicians, general contractors, and subcontractors, as well as negotiate contracts with subcontractors.
• Lead and manage a multidisciplinary team of professionals, including project coordinators, engineers, contractors, and service providers.
• Foster a collaborative and high-performance team environment, providing guidance, training, and support as needed.
• Conduct regular team meetings to monitor progress, address issues, and ensure alignment with project goals.

Stakeholder Communication:

• Serve as the primary point of contact for all project stakeholders, including government officials, contractors, and service providers.
• Provide regular updates and detailed reports on project status, progress, issues, and risks to stakeholders.
• Facilitate effective communication and coordination between all parties involved in the project.

Quality Assurance:

• Implement rigorous quality control measures to ensure all aspects of the project meet or exceed industry standards and government regulations.
• Conduct regular site inspections and audits to monitor compliance with project specifications and standards.
• Address and resolve any quality issues or deficiencies in a timely manner and as per contractual specifications.
• Adhere to UPAC’s company policies and procedures, HSE-related legal compliance and be accountable for following and implementing the Quality, Health, Safety and Environmental international standards (QHSE) related to ISO 9001, 14001, and 45001.

Risk Management:

• Identify potential risks and develop comprehensive mitigation plans to minimize impact on project timelines and budgets.
• Ensure compliance with safety and environmental regulations, conducting regular risk assessments and safety audits.
• Develop contingency plans to address unforeseen challenges and ensure project continuity.

Operational Readiness:

• Oversee the setup and integration of various services including security, cleaning, HVAC, plumbing, and electrical systems.
• Ensure seamless operation and maintenance of the facility post-delivery, coordinating with service providers to establish maintenance schedules and protocols.
• Implement and oversee the transition from construction to operational status, ensuring all systems and services are fully functional.
• Support the finance team in creating budgets for payments, inventory requirements, and materials needed for the project.
• Set timelines, schedules, allocate resources, and forecast financials for the project using project management tools such as MS Projects or Primavera, and submit monthly reports to top management.

Marketing and Promotion:

• Collaborate with the marketing team to develop and implement promotional strategies for resort activities and services.
• Ensure effective communication of the resort’s offerings to potential customers through various marketing channels.

Coordinate with event planners and promoters to schedule and organize events that enhance the resort’s appeal and visibility through social media and other promotional tools. 

Skills

Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field. Master’s degree preferred.

PMP certification or equivalent project management certification.

Minimum of 7-10 years of experience in project management, preferably in the hospitality or resort development industry in Kuwait.

Professional verbal and written communication skills in Arabic & English

Proven track record of managing large-scale projects with multiple facilities and services.

Previous working experience in Kuwait.

Strong leadership and team management skills.

Proficiency in site layout, MEP, utility design, and Kuwait regulatory approvals.

Proven experience in logistics, procurement, and purchasing.

Computer literate in MS and other project management tools such as MS Projects or Primavera or relevant.

Valid registration in the Kuwait Society of Engineers.
