ROLE OVERVIEW The Project Manager leads Zaleej’s real estate development and construction projects from concept through to handover, covering mid- to large-scale residential, commercial, and mixed-use developments across Kuwait.
The role takes full ownership of project lifecycle delivery — design coordination, permitting, tendering, construction supervision, commercial administration, and closeout — while managing multidisciplinary teams, external consultants, and contractors.
Success in this role is measured by on-time, on-budget delivery, quality of finished assets, and the strength of relationships built with consultants, authorities, and internal stakeholders.
KEY RESPONSIBILITIES Project Planning & Delivery Lead the full project lifecycle from initiation and feasibility through permitting, tendering, construction, and closeout.
Develop and manage detailed project execution plans (PEPs), budgets, schedules, and resource allocations.
Forecast project cash flow requirements and coordinate timely contractor and consultant payments to maintain project momentum.
Select and onboard suitable consultants, contractors, and vendors, ensuring competitive pricing and proven capability for the scope at hand.
Coordinate closely with architects, engineers, quantity surveyors, legal consultants, and government authorities for permits and regulatory compliance.
Team & Stakeholder Management Lead internal project teams and supervise external consultants and contractors, providing clear direction and accountability for performance.
Serve as the primary point of contact for all project stakeholders, including senior leadership, regulatory bodies, and utility providers.
Develop and mentor junior team members through structured on-the-job training and clearly defined performance objectives.
Construction Oversight Monitor site activities to ensure adherence to scope, schedule, budget, quality, and safety standards.
Conduct regular site visits, chair weekly progress meetings, and issue concise project status reports to senior management.
Identify and proactively mitigate risks, change orders, and project delays.
Commercial & Contractual Administration Negotiate cost, scope, quality, and schedule terms with consultants, contractors, and suppliers to protect commercial and delivery outcomes.
Review, negotiate, and manage construction contracts, procurement schedules, and tender documents.
Approve invoices, monitor financial performance against budget, and enforce cost controls.
Reporting & Documentation Maintain accurate project documentation including progress reports, meeting minutes, variation logs, and regulatory submissions.
Provide regular project status updates to senior leadership, including risk assessments, mitigation strategies, and forward-looking recommendations.

Essential (Must-Have) Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related discipline from an accredited university.
Active membership of the Kuwait Society of Engineers (KSE), or eligibility to register within a defined timeframe.
Minimum 8 years’ experience in real estate development and construction project management, with at least 3 years in a project leadership role.
Proven track record of successfully delivering mid- to large-scale residential, commercial, or mixed-use projects in Kuwait or the GCC.
Strong working knowledge of Kuwait’s building regulations, permitting processes, municipal approvals, and construction safety standards.
Proficiency in project management and design software, including Primavera P6, MS Project, and AutoCAD.
Bilingual fluency in English and Arabic (written and spoken) — essential for liaising with authorities, consultants, and contractors.
Valid Kuwait driving licence and transferable Article 18 residency visa.
Preferred (Nice-to-Have) Master’s degree in Civil Engineering, Architecture, Construction Management, or a related field.
Professional certifications such as PMP, PRINCE2, or RICS.
Working knowledge of Civil 3D, GIS, and Building Information Modelling (BIM) software.
Experience with sustainable construction practices and green building certifications (e.
g. LEED, ESTIDAMA).
Established network of contacts within Kuwait’s consultant, contractor, and government ecosystem.
