Responsibilities
Major Responsibilities:
- Responsible for oversight and performance of preventative and operator maintenance, repair and inspection to maintain all fuel distribution systems and equipment as listed in the performance work statement. Services include, but are not limited to: fuel spill response, operate all fuels equipment, perform diesel refueling for generators, light carts and heavy equipment and vehicles, perform diesel and aviation fuel receipt operations and track inventory, perform quality control of diesel; account for and ensure proper operation and serviceability of all GFP, tanks, bladders, hoses, and fuel servicing equipment to support minimum-notice exercises and contingency operations to be supported by USG personnel.
- Responsible for assisting in the overall management, execution, and personnel supervision of Warm Base Operations Support functions as described in the Performance Work Statement. Such functions include, but are not limited to: inspections, preventive maintenance and repair and operations of power generation systems, electrical distribution systems, HVAC and refrigeration systems, communication manholes, water distribution system, waste water collection system, locksmith services, structural services, utility services, pest management services, heavy equipment/operator services, water and fuel systems, waste management, hazardous waste storage area, water/sewer systems, pavement, supply, minor construction work, customer service, extinguisher exchange, aircraft arresting systems, key control, bottle and bulk water delivery and distribution, light carts, and vehicle inspections.
- Shall be located on site at all times during standard duty hours to oversee and perform all contracted operations and be available within four hours to meet with Government personnel as needed. Shall meet with the contracting officer, contract administrator, government s quality assurance person and other government personnel as deemed necessary.
- Responsible for communicating and upholding company standards, leading by example, coaching/developing team members, fostering collaboration and good team work, and providing clean, professional and well-maintained work centers.
- Performs on site internal quality control checks and self-performance audits for the whole project to ensure each functional area performs quality and safety checks/controls on a daily basis and reports the information through their command chain.
- Responsible for following and maintaining a comprehensive quality and safety program in compliance with OSHA, Vectrus, and United States Air Force (USAF) requirements.
- Responsible for following, maintaining and ensuring on-site documentation records of the Vectrus training program and required job specific certifications.
- Responsible for assistance with completion of all contractual matters, operations reports and CDRL reports at designated site/location in conjunction with the Site Manager and Program Management Office.
- Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools). Shall implement vehicle SOPs to track drivers, inspections, fuel and incidents.
- Manage subcontracts put in place to support contract requirements and monitor OCN labor as needed in accordance with AFCENTI 32-1002.
- Responsible for precise execution of company time reporting procedures and accurate completion of timesheet.
- Performs other duties as assigned.
- Shall function as the Site Manager in his/her absence.
Other Requirements:
- Work will be indoors and outdoors.
- Exposure to heat, cold, dust, noise, chemicals may occur.
- Overtime and shift work may be required depending on contractual needs.
- Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
- Task specific work environment training will be provided as required.
- Must be prepared to function in a wartime environment to support U. S. interests.
- 100% Overseas Assignment.
Qualifications
Minimum Qualifications:
- Must have a High School diploma or equivalent, Associate or Bachelor Degree preferred.
- Must have three (3) years' of experience in Fuels Management Functions such as AFSC 2F0X1 or similar background.
- Must have a current valid visa14 or 18 for Kuwait.
- Must have a current, valid U. S. Passport and U. S. Driver s License.
- Must pass Controlled Movement Area flight line driving test upon arrival to site.
- Must have and maintain a valid U. S. SECRET Security Clearance prior to deployment.
- Must be able to read, write, speak and understand English fluently.
- Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
- Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear.
