Lead Electrical Engineer to manage the 400 kV Electrical Substation package in a prestigious project in Kuwait. The role covers the works in the technical office and at a later stage the coordination of erection and implementation at site.

- Follow up on the 400KV GIS Equipment Manufacturer (the OEM) of the 400 kV GIS and protection equipment.
KEY RESPONSIBILITIES
Technical Office
• Review and manage the OEM engineering submittals — GIS layout drawings, SLDs, equipment datasheets, etc… against MEW requirements and project specifications in collaboration with the Contractor’s engineering firm.
• Track the engineering submittal register, follow-up with OEM for overdue documents and manage incorporation of comments with the Owner's Consultant.
• Raise and manage RFIs (Requests for Information) and Technical Queries to the Owner's Consultant and MEW; log responses and distribute to OEM and site teams.
• Review and consolidate ITP (Inspection & Test Plan) hold and witness points; coordinate inspection notifications to the Owner's Consultant and MEW resident inspector.
• Maintain the project document control register for all 400 kV Substation submittal.
- Handles daily correspondence from OEM
- Handles any claim raised by OEM
Site Coordination
• Act as the on-site technical reference for 400 kV GIS erection, protection panel installation, cable laying, auxiliary transformers, MV switchgear, etc.and substation commissioning activities.
• Attend and technical meetings with OEM site commissioning team, the Owner's Consultant's site inspector, and MEW's resident engineer.
• Review OEM Method Statements and Risk Assessments before site activities commence, flag deviations from the approved ITP immediately.
• Coordinate MEW hold point notifications and witness point attendance — ensuring MEW's resident inspector is properly notified per contractual requirements.
• Identify, log, and track punch list items for the 400 kV substation through to formal close-out with the Owner's Consultant and MEW.
Skills
QUALIFICATIONS & EXPERIENCE
• Bachelor’s degree in electrical engineering (or Power Systems).
• Minimum 12 years' experience in HV substation projects, with at least 5 years on 400 kV substations.
• Direct hands-on experience with 400 kV GIS equipment.
• Proven experience in both technical office and site coordination roles on EPC substation projects.
• Working knowledge of GIS, transformers, protection relays, and earthing.
• Experience interfacing with a utility client (MEW Kuwait or equivalent GCC utility preferred).
• Familiarity with NCC signal exchange / telemetry equipment communication architecture in 400 kV substations is a plus.
