Duties
- Plan and direct the work of same and lower graded personnel engaged in the organization’s acquisition policy, pricing, automation, budget, and/or review and analysis activities.
- Possess thorough functional knowledge of acquisition operations, functional relationships, and the acquisition process.
- Assist the Branch Chief in the review and assessment of the effectiveness of procurement operations in the district.
- Analyze completed or proposed procurement actions and/or plans in-order to evaluate their technical effectiveness and degree of compliance with regulations, directives, and practices.
- Maintain a constant awareness of procurement policies, regulations, procedures, and changes emanating from higher headquarters.
- Examine various procurement documents to ensure compliance with pertinent clauses and provisions of contracts, and payments to contractors and subcontractors.
- Prepare reports and other documents to include information papers, special analyses, and review and analysis for procurement.

- PASSPORT AND VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
- WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
- LIVING CONDITIONS - The incumbent’s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.
- SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
- EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
- IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. Practitioner Career Level Certification must be met within 5 years. Advanced Career Level Certification must be met within 4 years.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. Transcripts must show at least 24 credit hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes preparing reports and other documents to include information papers, special analyses, and review and analysis for procurement; examining various procurement documents to ensure compliance with pertinent clauses and provisions of contracts, and payments to contractors and subcontractors; and assisting in the review and analysis of proposed procurement actions which include policy or regulatory waivers, and justification and approvals.
You will be evaluated on the basis of your level of competency in the following areas:
- Customer Service (Clerical/Technical)
- Organizational Awareness
- Procurement Analysis
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

- Position may be filled as a Term Appointment NTE 1 year. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
