Overview

The Regional Program Procurement Manager reports to the Sr. Director of Supply Chain and contributes to the competitiveness and profitability of our programs by developing regional and local sourcing strategies through the best overall total cost solutions. Required to deploy to the sites to conduct phase-in and out activities for task orders to include training staff on the acquisition process and closing out files. The Regional Program Procurement Manager will work with the Global Procurement Center and Strategic Sourcing for developing regional-local agreements that will provide better service through blanket purchase agreements, requirement contract agreements and/or IDIQ contracts. The Regional Program Procurement Manager is responsible for providing direct support to the program and act as the liaison for Supply Chain to the task orders, some of the support items will be onsite meetings, expediting, and tracking deliveries. This position requires a strong business acumen, proven accomplishments with cross-functional teamwork, experience working with remote teams and solid negotiation skills. As such, we are seeking someone with excellent communication and leadership skills to act as a main interface for suppliers and subcontractors within their assigned regions. Willingness to learn company procurement policy and self-educate beyond on the job training.

Experience working with international companies who are not used to working under a US Government prime contract and the patience and ability to coach them through the process. Must be able to quickly and effectively process and assimilate large volumes of data, experience with excel will be essential to this role. Individual must have a minimum of 10 years’ experience performing in a business capacity. Must be capable of working independently in a high paced, demanding environment with minimal error rate. Comfortable with frequently adjusting priorities to include new taskings with little to no advance notice. Responsible for protecting the legal and financial interest of V2X during all discussions and interactions with customers and suppliers. Supports all internal and external audits and provides program support to both internal and external customers. Operates under the functional guidance of Supply Chain organization and Corporate Purchasing Manual.

Responsibilities

  • Manage procurement actions for and tasks for assigned areas.
  • Qualifies suppliers, issues RFP’s, evaluates proposals, documents cost and/or price analysis, executes subcontracts incorporating clauses, terms and conditions, technical specifications, statements of work and other certification and representations, and maintains compliant files in accordance with established procedures and FAR guidelines.
  • Deploy to locations with short to little notice.
  • Identify and develop business partners in to support the mission.
  • Assists in coordination with other functional areas on matters related to Startups and Closeouts; prepares responses as necessary to customer correspondence and other requests.
  • As required, performs a full range of procurement activities associated with the administration of materials and services purchase orders.
  • Establish a business relationship with key vendors/ subcontractors.
  • Resolve vendor issues and concerns that could hinder performance or cause delays.
  • Assists in the tracking and expediting of material request from the program.
  • Procure items from local vendors using the company purchase card.
  • Uses specialized knowledge to solve lower complexity problems.
  • Ability to prioritize, schedule, organize, focus on, and complete work.
  • Identify reliable suppliers and assist with onboarding in the company system.
  • Performs other duties assigned.

Qualifications

  • Education/Experience Requirements
    • BS/BA Degree
  • Experience
    • Minimum of three (3) years’ experience working in a professional business environment.
    • Prefer a minimum of two (2) years’ experience working with contracts or subcontracts.
    • Desirable but not mandatory:
    • Experience working with US based firms conducting business in Korea.
    • Experience managing contracts, subcontracts or material purchases in support of a US Government prime contract.
