The Role of the Bid Manager is to manage the full spectrum of the proposal life cycle (RFP, Pre Tender Meetings, Q&A, Proposal Preparation, Post Tender Clarification, Award Process, handover to Operations). The manager will play the role of a mentor and coach for the team.

The Bid Manager shall comply with decision from Director / CEO for Go-No GO

The Bid Manager shall also present to the Director of Development / CEO the fee strategy and obtain consent for submission.


The Bid Manager will be responsible and accountable or the following:


  • Review the RFP's and study the opportunity, risk associated, work load etc and discuss with Director on Go / No Go (Support Director with Bid Decision)
  • Review synopsis for various RFPs and provide team with teaming strategie (Bid Winning Strategy to choose the right Partners)
  • Review Story board and provide innovative sections (Innovative Proposal – Tailored for Client and to avoid a typical standard proposal)
  • Provide team with inputs on proposal representations - diagrams etc
  • COE team communication, agreement on scope and MM (Scope gaps are avoided in order to obtain a firm man month requirement from the team)
  • Prepare & Agree Matrix of Responsibility between Associates/JV partners
  • Prepare Financial Strategy (This is required for internal analysis before we present to DoD or CEO)
  • Prepare Financial proposal where different / new pricing mechanism is required (Some new Client’s may require pricing in a different format – which will require a different calculation approach – so in this scenario, the Proposal Manager steps in to support the team)
  • Lead the team with respect to their performance, conduct, learning and development needs, career progression etc.
  • Post submission queries / clarifications (Client’s may have queries on our submission, so the PM will attend meetings to clarify the concerns and facilitate in Pace’s proposal being approved for award)
  • Proposal handover to Operations (Generally a meeting, where the Director and Proposal Manager explains the proposal and the conditions on which the project was awarded – so that the PM and the design team have the background before they kick start)
  • The Proposal Manager influences the content and quality of the proposal being released from Pace.


A minimum of 15 years of experience in Proposal Management.
