Position Overview
The CME will be responsible for the full operational and financial performance of OTSG (Once Through Steam Generator) business for Kuwait Oil Company (KOC).
This role requires a dynamic and technically proficient leader to ensure operational excellence, service quality, HSE compliance, Kuwaitisation implementation, and sustainable profitability (P&L ownership).
The CME will oversee supply, installation, commissioning, surveillance, and maintenance of OTSG systems, manage field service operations, and drive continuous improvement initiatives in alignment with KOC contract specifications and Action Energy’s operational standards.
Key Responsibilities
1. Operational Leadership & Performance Management
Manage all OTSG operations across including installation, commissioning, troubleshooting, and maintenance.
Ensure all operations are executed safely, efficiently, and in compliance with KOC standards and contractual KPIs.
Lead operational reviews and root cause analysis of OTSG performance to ensure optimal uptime and reliability.
Oversee planning and execution of preventive and corrective maintenance programs.
Optimize service delivery cost structure and implement digital tracking tools for real-time operations visibility.
Develop and execute operational improvement programs to achieve >98% OTSG system uptime.
2. Financial & P&L Responsibility
Own full P&L accountability for the OTSG operations segment in Kuwait.
Prepare and control annual budgets, cost optimization plans, and CAPEX/OPEX forecasts.
Ensure profitability targets are achieved through efficient resource utilization and performance-based cost control.
Oversee revenue recognition, invoicing accuracy, receivables management, and margin analysis.
Drive continuous improvement initiatives to improve EBITDA margins and reduce non-productive time.
3. Customer Relationship & Contract Compliance (KOC)
Serve as the primary interface with KOC, ensuring adherence to all technical, operational, and contractual obligations.
Maintain regular communication and reporting to KOC representatives on operations, KPIs, and manpower compliance.
Conduct periodic reviews and audits with KOC to ensure operational transparency and mutual alignment.
Ensure strict compliance with KOC Contract Specification
Implement and monitor the Kuwaitisation Plan, ensuring timely employment, training, and integration of qualified Kuwaiti personnel as per KOC guidelines.
Desired Candidate Profile
Qualifications & Experience
Bachelor’s degree in Petroleum, Mechanical, or Electrical Engineering.
Min 15 years’ experience
As per KOC requirements
Proven record of managing OTSG contracts with KOC, ADNOC, or ARAMCO.
Demonstrated P&L ownership and operational transformation achievements.
Strong understanding of OTSG equipment design, installation, surveillance systems, and maintenance.
Experience implementing Kuwaitisation, local training programs, and compliance reporting to NOCs.
Fluent in English; Arabic proficiency is an advantage.
Strong interpersonal and leadership skills with cross-functional team experience.
