What You Will Do
- Manages, provides advice on and administers all activities concerned with contracts for works and services associated with oil and gas facilities projects carried out under various contract forms and modes of reimbursement.
- Responsible for pre – award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programs, evaluation of bids, negotiation, contract preparation and award formalities;
- Responsible for post – award activities including conducting kick – off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims and close out;
- Manages the drafting of Invitation to Tender packages for contracts for large O&G facilities projects. Review and, if necessary, proposes comments on and propose alternative text/clauses to client contract conditions;
- Reviews issues with legal, risk management, tax, and accounting personnel as a condition precedent to submitting to management for approval;
- Functions as a part of a negotiating team consisting of project management staff, to establish the terms and conditions of a contract;
- Monitors and ensures the business provisions of assigned contracts are administered to ensure compliance with contractual terms and conditions. Keeps the Projects Contracts Manager advised as to the scope, financial, and risk features of applicable contracts;
- Ensures documentation to negotiate change orders are properly produced and maintained;
- Prepares letters to clients requesting approvals and interpretations necessary to comply with the provisions of the contract.
- Ensure project/facility acceptance documents are prepared and are followed through and that acceptances are signed by the client;
- Furnishes business and financial information requested by the client concerning the project, as delegated by the Project Manager;
- Identifies contractual problems and take appropriate action to ensure a satisfactory resolution. Follows up on those problems which demand management attention, to ensure timely response to the client; and
- Management of Contract Quality standards.
What You Will Bring
- Full-time Bachelor's Degree in Engineering or Degree in Science or Arts from an accredited university.
- Chartered status (MRICS) or equivalent professional qualifications.
- Minimum 15 years of total experience post graduate studies
- Minimum 5 years of experience in the oil & gas, refinery, or petrochemical industry
- Minimum 8 years of experience as a Lead Contracts Administrator or equivalent
- Extensive knowledge of Contractual Terms & Conditions and Commercial Contract Law.
- Experience in Contract enhancement procedures.
- Middle East experience is preferred.

ما ستفعله

- مسؤول عن أنشطة ما قبل منح العقد بما في ذلك إعداد دعوات العطاءات، معالجة استفسارات المتقدمين، إعداد برامج تقييم العطاءات، تقييم العروض، التفاوض، إعداد العقد وإجراءات المنح؛
- مسؤول عن أنشطة ما بعد المنح بما في ذلك عقد اجتماعات الإطلاق، تنسيق جميع مستندات ودفوع العقد، إعداد ومعالجة أوامر التغيّر، والمطالبات والإغلاق؛
- يدير صياغة حزم دعوة العطاءات لعقود مشاريع مرافق كبيرة للنفط والغاز. مراجعة وفي حال اللزوم اقتراح تعليقات واقتراح نص/بنود بديلة لشروط عقد العميل؛
- يستعرض المسائل مع الشؤون القانونية، إدارة المخاطر، والضرائب والموارد البشرية كشرط مسبق لتقديمها للإدارة للموافقة؛
- يعمل كجزء من فريق تفاوض مكون من موظفي إدارة المشروع لتحديد شروط وأحكام العقد؛
- يراقب ويضمن أن تتم الإدارة التجارية للعقود المخصصة بما يضمن الامتثال للشروط والأحكام التعاقدية. يحافظ على مدير عقود المشاريع مطلعاً على النطاق والميزات المالية ومخاطر العقود المعنية؛
- يتأكد من إنتاج وحفظ الوثائق اللازمة للتفاوض على أوامر التغيير بشكل صحيح؛
- يعد رسائل إلى العملاء تطلب الموافقات والتفسيرات اللازمة للامتثال بمقتضيات العقد.
- يضمن إعداد مستندات قبول المشروع/المنشأة ومتابعتها وتوقيع قبولها من قبل العميل؛
- يوفر معلومات أعمال ومالية يطلبها العميل بخصوص المشروع وفقاً لصلاحية مدير المشروع؛
- يحدد المشاكل التعاقدية ويتخذ الإجراءات المناسبة لضمان حل مرضٍ. ويتابع تلك المشكلات التي تتطلب اهتمام الإدارة لضمان الرد في الوقت المناسب للعميل؛ و
- إدارة معايير جودة العقد.
ما ستقدمه
- درجة البكالوريوس كاملة بدوام كامل في الهندسة أو درجة في العلوم أو الفنون من جامعة معتمدة.
- وضعية مهنيّة معتمدة (MRICS) أو مؤهلات مهنية معادلة.
- لا تقل عن 15 عاماً من الخبرة الإجمالية بعد الدراسات العليا
- لا تقل عن 5 سنوات من الخبرة في النفط والغاز، المصافي، أو صناعة البتروكيماويات
- لا تقل عن 8 سنوات من الخبرة كمسؤول عقود رئيسي أو ما يعادله
- معرفة واسعة بشروط وأحكام العقد وقانون العقود التجارية.
- خبرة في إجراءات تعزيز العقد.
- يفضل وجود خبرة في الشرق الأوسط.
